CITY COUNCIL WORK SESSION, NOVEMBER 28, 2016
CALL TO ORDER
The Regular Council Meeting of November 28, 2016, was convened at 5:30 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Costales Graham, Henry, Hussey, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: Costales
A quorum was present.
AMENDMENT OF AGENDA
A motion made by Councilman Graham, seconded by Councilwoman Wiseman, to
amend the agenda to allow him to make an announcement. The motion was approved
unanimously.
RESIGNATION OF CITY COUNCIL MEMBER
Councilman Graham announced that he had received a call from Councilman Costales
during the afternoon before this meeting informing him of his resignation from the City
Council. Councilman Graham read a statement prepared to serve as Councilman
Costales’s letter of resignation and which Councilman Costales gave him permission to
share regarding his resignation:
“Due to his brother’s declining health and his desire to be with him as much as possible,
Councilman Costales is resigning from the City Council effective at the end of the
month.”
Councilman Graham provided the statement to City Clerk Phyllis Powell for the record.
Mayor Tergin asked City Counselor Ryan Moehlman to give a brief explanation of the
process that the Council would follow to fill Councilman Costales’s vacancy. Following

Mr. Moehlman’s comments, he stated he would be sending a memo to the Council with
more detailed information after this meeting.
MOTION TO RECONSIDER BILL 2016-67
Councilman Rick Prather made the following motion:
“As a member of the prevailing side, and pursuant to Jefferson City Code § 2.-236, I
make a motion to reconsider the vote on Bill 2016-67 made on November 21, 2016.
The motion was seconded by Councilman Graham. Following Councilman Prather’s
explanation of the reasons he wished to reconsider the bill, the motion was approved by
the following roll-call vote:
Aye: Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Ward, and
Wiseman
Nay: Branch
City Counselor Moehlman advised that since the bill dealt with an issue coming out of
the Planning & Zoning Commission, the matter would need to be published in the
newspaper again, and another public hearing held. Thus, the earliest date it can be
voted on would be the December 19 Council meeting.
PRESENTATION OF CLASSIFICATION & COMPENSATION STUDY
City Administrator Steve Crowell introduced Ms. Rebecca (“Becky”) Crowder with The
Austin Peters Group, Inc., who made a detailed presentation of her firm’s report and
findings of the City’s classification and compensation plan. Following her presentation of
the findings, she stated that she was submitting her recommendations for the Council’s
review. She answered several questions asked by the City Council, which included
requesting additional information (data):
Councilman Prather requested data on the budget revenues and salaries of the
peer group. City Administrator Crowell stated he has that data and will get that to
the Council.
Councilman Mihalevich asked if retirement data to be calculated into the
equations. Ms. Crowder stated she could do that.
Councilman Branch asked for data regarding turnover rate in the peer group.
Councilwoman Ward asked questions about position titles which had been
changed, and asked if specific titles are discussed, would that require a closed

session. City Counselor Moehlman explained the different personnel topics which
would require a closed session to discuss.
Councilman Prather stated he did not believe the City should amend the adopted
budget at this time, but rather use the $575,000.00 already budgeted for this in the
2016-2017 budget.
No actions were taken by the Council at this time.
ADJOURNMENT
A motion to adjourn was made by Councilman Prather, seconded by Councilwoman
Ward, and approved unanimously at 6:38 P.M.
