AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI PROVIDING FOR THE
VOLUNTARY ANNEXATION OF 9.0 ACRES OF REAL PROPERTY CONTIGUOUS TO
THE PRESENT CITY LIMITS, INTO THE CITY OF JEFFERSON, MISSOURI, SAID
PROPERTY BEING LOCATED IN SECTION 2 AND SECTION 3 OF THE MEADOWS
BY THE CLUB SUBDIVISION, IN THE COUNTY OF COLE, STATE OF MISSOURI;
AND AMENDING SECTION 1-17 OF THE CODE OF THE CITY OF JEFFERSON,
MISSOURI, DEFINING THE EXISTING CITY BOUNDARY BY ADDING ONE NEW
SUB-SECTION PERTAINING TO THE SAME SUBJECT.
WHEREAS, pursuant to Section 71.012.2 RSMo, the City Council of the City of
Jefferson desires to annex the unincorporated area of land described in
Section 1, Section 2, and Section 3; and
WHEREAS, the property is adjacent to the current City boundary; and
WHEREAS, a public hearing concerning the annexation was advertised in advance of
the hearing in the Jefferson City News Tribune.
NOW THEREFORE, BE IT ENACTED BY THE CITY COUNCIL OF THE CITY
OF JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. The City Council intends to and shall proceed to.annex, as provided
by law, the unincorporated area of land described as follows:
4211-A Willowlake Court. The East part of Lot No. 40, of the Meadows by the Club,
Section 2, per plat of record in Plat Book 11, Page 571, Cole County Recorder's Office;
The Meadows by the Club, Section 2, being a subdivision of part of the southeast
quarter of the northwest quarter of Section 8, Township 44 North, Range 12 West, more
particularly described as follows: Beginning at the southeast corner of said Lot No. 40;
thence South 86 degrees 52 minutes 23 seconds West along the south line of said Lot
No. 40, 43.32 feet thence North 22 degrees 08 minutes 15 seconds West, 144.20 feet;
thence North 51 degrees 06 minutes 45 seconds West, 101.92 feet to a point on the
northwesterly line of said Lot No. 40; thence along the boundary of said Lot No. 40, the
following courses; northerly on a curve to the left having a radius of 50.00 feet, an arc
distance of 25.07 feet, (the chord of said curve being North 09 degrees 44 minutes 30
seconds West, 24.81 feet); thence North 35 degrees 53 minutes 43 seconds East,
100.20 feet; thence South 22 degrees 08 minutes 15 seconds East, 324.75 feet to the
point of beginning; AND

Office; being a subdivision of part of the southeast quarter of the northwest quarter of
Section 8, Township 44 North, Range 12 West, Cole County, Missouri, more particularly
described as follows: From the southeast corner of said Lot No. 40; thence along the

Section 2. The City Council intends to and shall proceed to annex, as provided
by law, the unincorporated area of land described as follows:
4208 Pinehurst Court. Lot No. 51, The Meadows by The Club, Section Three, per plat of
record in Plat Book 11, Page 572, Cole County Recorder's Office; The Meadows By The
Club, Section 3, being a subdivision of part of the Southeast quarter of the Northwest
quarter and part of the Northeast quarter of Section 8, Township 44 North, Rage 12
West.
Containing approximately 0.7 acres.
Section 3. The City Council intends to and shall proceed to annex, as provided
by law, the unincorporated area of land described as follows:

That portion of Pinehurst Court right-of-way located in Meadows by the Club, Section
Three and Meadows by the Club, Section One, not currently located within the corporate
limits of Jefferson City; AND,
That portion of Willowlake Court right-of-way located in Meadows by the Club, Section
Two, not currently located within the corporate limits of Jefferson City; AND,
That portion of Turnberry Drive right-of-way located in Meadows by the Club, Section
Two, and Meadows by the Club, Section One, not currently located within the corporate
limits of Jefferson City.
Being all of the unincorporated street right-of-way located within all Sections of Meadows
by the Club Subdivision.
Containing approximately 1.7 acres.
Section 4. The City Council finds and declares that the land described in Section
1, Section 2 and Section 3 are contiguous to the City boundary; that the annexation is
reasonable and necessary to the proper development of the City; and further, did
determine the City has an ability to furnish normal municipal services to this area.
Section 5. A public hearing was held on December 6, 2016 as provided by law,
concerning the annexation of the unincorporated area described in Section 1, Section 2
and Section 3.
Section 6. The land described in Section 1 shall be zoned RD Medium Density
Attached Residential until such time as the zoning may be changed in the manner
provided for by State Statute and City Code.
Section 7. The land described in Section 2 shall be zoned RS-1 Low Density
Detached Residential until such time as the zoning may be changed in the manner
provided for by State Statute and City Code.
Section 8. The annexed area described in Section 1, Section 2, and Section 3
shall be in Ward 4 of the City until such time as the ward boundaries may be changed in
the manner provided for by City Code.
Section 9. Section 1-17 of the City Code of the City of Jefferson, Missouri is
hereby amended by adding one new subsection which shall read as follows:
(Y) The City's boundaries shall also include the following parcels:
4211-A Willowlake Court - The East part of Lot No. 40, of the Meadows by the Club,
Section 2, per plat of record in Plat Book 11, Page 571, Cole County Recorder's Office;
The Meadows by the Club, Section 2, being a subdivision of part of the southeast
quarter of the northwest quarter of Section 8, Township 44 North, Range 12 West, more
particularly described as follows: Beginning at the southeast corner of said Lot No. 40;

COMES NOW, the Petitioner, Michael J. Kampeter 2007 Irrevocable Trust, and pursuant
to the provisions of §71.012, RSMo., hereby petition the City of Jefferson City, for voluntary
annexation into the City of Jefferson City, and in support thereof, state the following:
1. That Petitioner is the owner of certain property in Cole County, Missouri, said property
being described as:
PART OF LOT NO. 50, THE MEADOWS BY THE CLUB,
SECTION THREE, PER PLAT OF RECORD IN PLAT BOOK 11,
PAGE 572, COLE COUNTY RECORDER'S OFFICE; THE
MEADOWS BY THE CLUB, SECTION THREE BEING A
SUBDIVISION OF PART OF THE SOUTHEAST QUARTER OF
THE NORTHWEST QUARTER AND PART OF THE NORTHEAST
QUARTER OF THE NORTHWEST QUARTER OF SECTION 8,
TOWNSHIP 44 NORTH, RAGE 12 WEST, MORE
PARTICULARLY DESCRIBED AS FOLLOWS:

Jefferson, Missouri, or is contiguous and compact to other property petitioned for
annexation.
4. That the Petitioner is the owner in fee of all of the property to be annexed.
5. The Petitioner agrees to connect and contribute to a public sewer if one is installed to
serve the property in the future .
WHEREFORE, Petitioners request that the City of Jefferson City annex the aforesaid
property.

Subject to reservations, conditions, covenants and restrictions
of record, if any, and all taxes, levies and assessments imposed by any
gove!nmental agency.
