HomeMy Public PortalAbout2000_06_27_r122 The Town of Leesburg, Virginia PRESENTED June 27, 2000 RESOLUTION NO. 2000-122 ADOPTED June 27, 2000 A RESOLUTION: INITIATING A TOWN PLAN AMENDMENT TO CONSIDER AMENDING THE LAND USE ELEMENT WITH RESPECT TO POTOMAC CROSSING AND SURROUNDING AREAS WHEREAS, the property owners of a portion of Potomac Crossing intend to file a Concept Plan and Proffer amendment application that proposes an increase in density and a multi-family component; and WHEREAS, the Land Use Policy Map shows Potomac Crossing as Low Density Residential which does not permit multi-family units; and WHEREAS, a letter dated June 15, 2000, fi.om Robert Bosco, requests consideration of amendments to the Land Use Element of the 1997 Town Plan to enable the submission and acceptance of a Concept Plan and Proffer amendment application for Potomac Crossing that will be consistent with said Plan; and WHEREAS, Section 15.2-2229 of the Code of Virginia sets forth the procedure for Town Plan amendments; and WHEREAS,. staff recommends initiation of a Town Plan amendment with respect to Potomac Crossing and surrounding areas to consider, among other things: Replacing the commercial strip center with office buildings on Parcel A, · Replacing the 35 townhouses currently approved on Parcel B with a children's day care center, · Moving the play area, tennis courts and multi-purpose courts from NVRPA land to Parcel B of Potomac Crossing, · Replacing 154 townhouses on Parcel C with 290 multi-family units. The multi-family units will have separate recreational facilities and will not use HOA facilities in Potomac Crossing, A RESOLUTION: INITIATING A TOWN PLAN AMENDMENT TO CONSIDER AMENDING THE LAND USE ELEMENT WITH RESPECT TO POTOMAC CROSSING AND SURROUNDING AREAS 2 Moving the picnic shelter from the NVRPA park to Parcel D of Potomac Crossing. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. consideration by the Planning recommendation. SECTION II. The Staff is hereby authorized to process a Town Plan Amendment for Commission and Town Council for their evaluation and Planning Commission is directed to review and provide a recommendation to the Town Council concerning amendments to the Land Use Element of the Town Plan as referenced above in accordance with the provisions of Section 15.2-2229 of the Code of Virginia. SECTION III. This initiation is for the consideration of such proposed Town Plan amendment and that such initiation does not constitute a Council endorsement. PASSED this 27th day of June, 2000.
