GENERAL ORDINANCE NO. 70-1981 AN ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3, 1968, PROVIDING FOR THE REZONING OF PROPERTY LOCATED AT 600 THROUGH 626 NORTH 12TH STREET FROM R-3 ONE -TO - EIGHT FAMILY RESIDENCE DISTRICT TO C-2 C10M E)RRCIAL DISTRICT. WHEREAS, the Zoning Map which is part of Ordin nice No. 2325-1968 desig- nates and describes as R-3 One -to -Eight Family Residence District, the property located at 600 through 626 North 12th Street in the City of Richmond, Indiana; and, WHEREAS, it is the intent and purpose hereof to change the zoning classi- fication of said property from R-3 One -to -Eight Family Residence District to C-2 Commercial District. WHEREAS, a study of this Ordinance was conducted by the Richmond City Plan Comnission the 22nd day of September 1981, at which time remon- strances were heard from all parties interested in or affected by this Ordinance; and, WHEREAS, the vote of Richmond City Plan Commission was six (6) to zero (0) in favor of recommending the passage of Ordinance No. 70-1981. NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richrmnd, Indiana, as follows: SECTION 1. That the zoning classification of the property described below be, and the same is hereby changed to C-2 Commercial District, and that said property be regulated in accordance with the Zoning Ordinance of the City of Ricl mnd, Indiana and all amendments thereto. Lots Numbered 10, 11, 12, 13, 14, 15, 16 and 17 in Indiana Yearly Meeting of the Religious Society of Friends, Second Addition. SECTION 2. This Ordinance shall be in full force and effect from and after its passage and approval as by law required. September 29, 1981 Mr. Kenneth Mills, President Members of Common Council & Mrs. JoEllen Trimble, City Clerk Mmi_cipal Building Richmond, Indiana. 47374 Re: Ordinance No. 70-1981 Plan Commission Case PC-81-12 Dear Mr. Mills, Members of Comnon Council & Mrs. Trimble: The Richmond City Plan Commission conducted a public hearing on Tuesday, September 22, 1981 on the petition of Tennie Mai McGill, et al (peti- tioners owning one -hundred percent (100%) of the property in question); Clyde Williams, Agent, requesting a rezoning from R-3 One -to -Eight Family Residence District to C-2 Commercial District on property lo- cated at 600 through 626 North 12th Street. Six (6) notices of public hearing were sent to adjoining property owners with none returned. During the public hearing, no one spoke in opposition to or in favor of the petition. The Plan Commission considered the following in making their deter- mination: 1. The Master Plan designates the property in question as Industrial. 2. The subject property is adjacent to an M-1 District to the south and west where there is located an oil dealer and plastic manufacturer. 3. The property in question is located on a busy collector street. 4. Significant changes have occurred in the general area since the adoption of the Zoning Ordinance, with the location of new in distry and the demolition of nuner- ous blighted structures.
