ACCEPTING PUBLIC IMPROVEMENTS, RELEASING THE
PERFORMANCE GUARANTEE AND APPROVING A MAINTENANCE
GUARANTEE FOR PUBLIC IMPROVEMENTS AT LEESBURG CORNER
PREMIUM OUTLETS PHASE ONE, RT. 15 IMPROVEMENTS, FORT
EVANS ROAD TRAFFIC SIGNAL & THE TRAFFIC SIGNAL FOR FORT
EVANS ROAD ~ POTOMAC STATION DRIVE
WHEREAS, Chelsea GCA Realty Partnership, LP, the developer of Leesburg Comer Premium
Outlets Phase One, Rt. 15 Improvements, Fort Evans Road Traffic Signal and the Traffic Signal for Fort
Evans Road ~ Potomac Station Drive has completed the public improvements in accordance with
approved plans and town standards and these have been inspected and approved; and
WHEREAS, the Director of Engineering and Public Works recommends accepting the public
improvements and approving a maintenance guarantee for Leesburg Comer Premium Outlets Phase
One, Rt. 15 Improvements, Fort Evans Road Traffic Signal and the Traffic Signal for Fort Evans Road ~
Potomac Station Drive.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The corporate surety bonds from the Ulico Casualty Company in the amount of
$60,000.00 for Leesburg Corner Premium Outlets Phase One; $93,293.40 for the Rt. 15 Improvements;
$13,200.00 for the Fort Evans Road Traffic Signal; and $132,000.00 for the Traffic Signal for Fort Evans
Road @ Potomac Station Drive are released, a new security in a form approved by the town attorney for a
maintenance guarantee in the following amounts are approved, and shall be in effect for a period of one
year from this date.

SECTION II. This release is contingent upon delivery of a properly executed instrument
conveying unto the town all such improvements and easements free of any liens or charges.
