HomeMy Public PortalAboutResolution 2019-45, Appointing An Interim Employee To Assist The Mayor And City Council With The Development Of The Budget And Other Related Tasks, Part-Time, For The City Of Riverdale RESOLUTION NO. 2019-45 RESOLUTION APPOINTING AN INTERIM EMPLOYEE TO ASSIST THE MAYOR AND CITY COUNCIL WITH THE DEVELOPMENT OF THE BUDGET AND OTHER RELATED TASKS, PART-TIME, FOR THE CITY OF RIVERDALE WHEREAS, under authority granted by the Code of Iowa at Chapter 372.13; the City Council of the City of Riverdale("City") is authorized under Chapter 17 of the Riverdale City Code, to authorize by resolution the duties,term of office and compensation for employees or officers not otherwise provided for by state law or the Code of Ordinances; and, WHEREAS, Chapter 15.8 of the Code of the City provides that upon order of the Council,the Mayor may secure such specialized and professional services not already available to the City,acting in accordance with the City Code and laws of the State; and, WHEREAS, City Clerk/Treasurer Ronald Fullerlove did notify the Mayor and City Administrator in person and writing of his pending resignation from his offices on Wednesday,August 7, 2019 with his providing interim service on a limited basis with that offer concluding by the end of November,2019;and, WHEREAS,the City did advertise and post for a replacement for Fullerlove and has not as yet been able to fill the position,while the workload continues and additionally,the Council desires to begin budget discussions and planning in earnest; and, WHEREAS,the City Administrator contacted Lisa Kotter,a local City Administrator in transition and discussed the possibility of her assisting with the work of the Treasurer on an interim basis, and after review with Mayor Bawden,proposes retaining Kotter as an assistant to the treasurer for such time as she is able to commit. NOW THEREFORE,BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, SCOTT COUNTY,IN THE STATE OF IOWA: Section 1: That the City Council does approve the Mayor's recommendation to hire Lisa Kotter, Moline,Illinois as a City employee on a part-time temporary basis,to assist the Council with development of the FY 2021 budget and other related tasks as directed by the Mayor. Section 2: That Lisa Kotter shall be entered onto the City's payroll on an hourly basis,paid at the rate of$40.00 per hour for all time worked and logged on her timesheet,with federal and state taxes paid accordingly. Attachments: Lisa Kotter Resume October 2019.pdf Importance: High Good afternoon, Mayor Bawden and I met last week with a peer of mine living in the Quad Cities,who is presently a city manager in transition. I first crossed paths with Lisa Kotter in 2015,when I was interim administrator back in Geneseo, and she was the candidate who the Council hired. Her management of what was a very difficult organization was exemplary,and if she hadn't been sought out by Moline's executive search firm for their city administrator vacancy, I suspect she'd still be in Geneseo. And although Moline didn't turn out well, her accomplishments there are noteworthy, especially given the environment. I have attached her resume. I would vouch for her for any level of local government administration, and would be equally glad to be in the same lifeboat as her. With the time I am able to commit to for the remainder of the year,there will not be sufficient time to address getting the Woods subdivision through review,discussion and approval in a timely fashion, along with every other thing that comes up, and provide oversight for the budget development. While we have had three viable candidates for the Treasurer position, one had an unanticipated family change that took them out of consideration, and the other took an internal opportunity with their current employer. We are doing background check on a third. We are presently only paying Ron Fullerlove for a nominal number of hours per week,and his new position demands are increasing. Lisa is available to assist right now. She was intrigued with the idea of working on Riverdale's budget, and will do so for the $40.00 per hour that I am paid. This is less than the salary range she has been commanding, and likely could be soon again. Lisa has offered to start on this path with us immediately, in part because she has the time available,she really loves and is very good at what she does,and because she and I relate well as peers. I will prepare a resolution requesting your approval to retain Lisa on a part-time,temporary basis to help walk us through the budget process.
