AN ORDINANCE A14ENDING CHAPTER 154 OF THE MUNICIPAL CODE AND ARTICLE 22
OF ORDINANCE N0. 2325-1968, COM"IONLY KNOWN AS THE ZONING ORDINANCE FOR
THE CITY OF RICHNOND, WAYNE COUNTY, INDIANA.
WHEREAS, there exists within the City of Richmond, Indiana, Historic
Districts designated by the National Register of Historic
Places; and,
WHEREAS, these districts which are zoned for multi -family residential
use are being restored in a manner calculated to preserve their
historic and architectural character and to enhance their value;
and,
IAMTTAS, it is necessary to encourage a wider range and mix of land use
to promote vitality and foster continued improvements; and,
hh�RE.AS, the best interest of the City of Richmond and the citizens of
the Historic Districts will be served by attracting tourists
and shoppers to these areas during normal shopping hours when
pedestrian and vehicle traffic are at a minimm ; and,
NOW THEREFORE BE IT ORDAINED by the Cocoon Council of the City of Richmond,
Indiana, that:
SECTION 1. Article 22 of Ordinance No. 2325-1968 be amended by adding a
Section 22.013 as follows:
SFr 7ON 22.013 INTENT:
There are areas within the City of Richmond designated as Historic
Districts by the National Register of Historic Places. The
restoration and reclamation of these areas is well underway and
it is vitally important to the commmity that these efforts con-
tinue.
In recognition of the fact that a mix of commercial and residential
land use was important historically to the development of these
districts, it is the intent of this article to promote a commercial
residential land use mix calculated to benefit the continued
growth of these districts and to promote the health, safety and
general welfare of the commmity while maintaining a primarily
residential character.
SECTION 22.0131 SPECIAL USES:
The following commercial uses within the confines of the areas
designated as Historic by the National Register of Historic Places
and shown on map attached hereto as Exhibit "A' and made a part of
this Ordinance:
A) Antique Shops
B) Art Galleries
C) Candle Shops
D) Candy, Ice Cream and Sandwich Shops
E) China and Glassware Stores
F) Tobacco Shops
G) Recreations or replicas of early Richmond industries or busi-
nesses in character within the historic setting, such as:
1) Blacksmith Shop
2) Cooperage
3) Tavern
4) Gold or Silversmith
5) Tinsmith
6) Restaurant

SECTION 22.0132
GOODS AND SERVICES
The range of goods and services to be provided by a proposed
business shall be presented as a part of the Special Use re-
quest before the Plan Commission and Common Council to enable
both bodies to evaluate the impact of each proposed use on
the character of the Historic District and the health, safety
and general welfare of the Richmond commmity.
SECTION 22.0133: PARKING
Offstreet parking may not be required. However, if off-
street parking is provided, it shall be constructed in accord-
ance with Article 41 of the Zoning Ordinance and with such
other conditions as the Plan Commission may recommend and the
Common Council adopt.
SECTION 22.0134: STORAGE AND DISPLAY
Outside storage and display shall not be permitted except:
this section shall not be construed to prohibit benches and
chairs which may be provided on private property for the con-
venience of shoppers and tourists.
SECTION 22.0135 BUSINESS SIGNS
Each permitted Special Use shall be entitled to a fascia sign,
with indirect lighting only, not exceeding six (6) square feet.
Additional lettering my be permitted upon windows. Signage
plans shall be presented at the time the Special Use is re-
quested, showing all particulars.
SECTION 2. This Ordinance shall be in full force and effect from and after
its passage and approval as by law required.
PASSED AND ADOPTED by the Common Council of the City of Richwnd, Indiana,

Dear Mx. Mills, Members of Common Council and Mrs. Trimble:
The Richmond City Plan C Tmission conducted two (2) ?dork Sessions on
this proposed Ordinance. The first session on October 27, 1981, at
a regular meeting and a special meeting was called for 7:00 P.M. on
Novemmber loth to work out the verbage contained within the Ordinance
with the cooperation of residents of the historic areas, developers
and representatives of various historic preservation organizations.
The public hearing was held by the Plan Commission on November 24,
1981. No one appeared in opposition to the (Ordinance as written.
Those persons present did not speak in favor because their approval
and consent to the Ordinance was given at a previous Work Session.
The Commission voted unanimously to recommend approval of this Ordi-
nance, as written, to the Common Council.
