A RESOLUTION:
ESTABLISHING PROCEDURE CONCERNING THE
APPOINTMENT OF INDIVIDUALS TO TOWN BOARDS AND
COMMISSIONS
WHEREAS, participation by public-spirited citizens on town boards and
commissions is vital to the success of the town government and the democratic process;
and
WHEREAS, boards and commissions serve an indispensable role in providing
recommendations concerning town operations; and
WHEREAS, Council desires to appoint effective individuals to serve on these
advisory bodies.
THEREFORE, RESOLVED, the Council of the Town of Leesburg in Virginia
hereby establishes the procedure concerning appointments of individuals to town boards
and commissions:
In the year of election, each newly elected or re-elected Council member,
including the Mayor, nominates one person to each board or commission to
fill vacancies. The full Council votes to approve or disapprove the
nomination.
This year, the Mayor selects one person currently serving to be the "Mayor's
Nominee," as there are only three vacancies on each of the boards or
commissions at this date.

3. This year, Council members who did not stand for re-election at the last
election select a sitting member of each board or commission who is not up
for reappointment to be their representative. When the term of the member
of the board or commission so selected expires, the Council member
nominates a person to fill the vacancy for a term to coincide with his or her
remaining term on Council.
FURTHER RESOLVED, that staff is directed to prepare amendments to the town
Code to provide that members of the board and commissions, appointed by the Council,
serve at the pleasure of the Council, except for members of the Planning Commission
who, pursuant to State Code, may only be removed for malfeasance.
