AN ORDINANCE AMENDING CHAPTER 154 OF THE MIIJNICIPAL CODE, BEING ORDINANCE
NO. 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF
RICHMND, INDIANA ADOPTED ME 3, 1968, PROVIDING FOR THE REZONING OF
PROPERTY LOCATED AT 530 NORTHWEST "9' STREET FROM M-2 GENERAL INDUSTRIAL
DISTRICT TO C-4 GENERAL BUSINESS DISTRICT.
WHEREAS, the Zoning Map which is part of Ordinance No. 2325-1968 desig-
nates and describes as 11-2 General Industrial District, the
property located at 530 Northwest 'MV Street.
WHEREAS, it is the intent and purpose hereof to change the zoning classi-
fication of property located at 530 Northwest 'TV Street from
M-2 General Industrial District to C-4 General Business Dis-
trict; and,
WHEREAS, a study of this Ordinance was conducted by the Richmond City
Plan Commission the 27th day of October 1981, at which time
remonstrances were heard from all parties interested in or
affected by this Ordinance.
WHEREAS, the vote of the Richmond City Plan Commnission was seven (7)
to zero (0) in favor of recommending the passage of Ordinance
No. 85-1981.
NOW THE2EFORE BE IT ORDAINED by the Common Council of the City of Rich-
mond, Indiana as follows:
SECTION 1. That the zoning classification of the property described
below be, and the same is hereby changed to C-4 General Business
District, and that said property be regulated in accordance with
the Zoning Ordinance of the City of Richmond, Indiana, and all
amendments thereto.
The following described real estated situated in the City of
Richmond, Wayne County, State of Indiana, to -wit:
Lot 36 Mapleton Addition, except 35 feet off of the west side
and 114 feet off of the northern half. Also, Lots 37, 38,
and 39 Mapleton Addition except 114 feet off of the northern
half of each lot.
SECTION 2. This Ordinance shall be in full force and effect from and after
its passage and approval as by law required.
PASSED AND ADOPTED by the Conran Council of the City of Richmond, Indiana,

Dear Mr. Mills, Members of Common Council and Mrs. Trimble:
The Richmond City Plan Commission conducted a public hearing on Tuesday,
October 27, 1981, on the petition of Arthur and Catherine Turner,
owners; Ann Kottyan, Agent, requesting a rezoning from M-2 General
Industrial District to C-4 General Business District on property lo-
cated at 530 Northwest "M" Street.
Fourteen (14) notices of public hearing were sent to adjoining property
owners with three (3) returned in favor of the request and none returned
in opposition to the request. During the public hearing, no one spoke
in opposition to the request.
In making their decision, the Plan Commission considered the following:
(1) The subject property adjoins C-4 zoning to the east, so
the request is a logical continuation of the existing
zoning district; and,
(2) All adjacent property is zoned C-4 or M-2 so that the
requested change in zoning mould not be expected to
harm neighboring property values; and,
(3) The Master Plan designation for the subject property is
Industrial and Business.
Therefore, the Plan Commission voted seven (7) to zero (0) to recommend
the passage of Ordinance No. 85-1981.
