AN ORDINANCE ALLOWING AND AUTHORIZING
EXPENSES FOR MUNICIPAL PROMOTION.
WHEREAS, The Indiana General Assembly has recodified and
revised the laws governing city government; and
WHEREAS, by Acts 1980, Public Law 211, the Indiana General
Assembly repealed IC 18-6-12-1 which allowed
permissive expenses for municipal promotion; and
WHEREAS, the City of Richmond may now by ordinance incorporate
the powers and procedures that were previously pro-
vided by said repealed statute; and
WHEREAS, it is in the best interest of the citizens of the
City of Richmond, Indiana to adopt an ordinance
under IC 36-1-3-6(b) for the continued authorization
and approval of expenditures for municipal promotion.
NOW THEREFORE BE IT ORDAINED by the Common Council of the City
of Richmond, Indiana as follows:
SECTION 1. The Common Council of the City of Richmond, Indiana
authorizes expenditure of funds from the general fund
of the city to pay the expenses of or to reimburse
city officials as the case may be for expenses
incurred in promoting the best interest of the city.
Such expenses may include, but not necessarily be
limited to, rental of meeting places, meals,
decorations, memorabilia, awards, expenses incurred
in interviewing job applicants, expenses incurred
in promoting industrial, commercial and residential
development, expenses incurred in developing relations
with other units of government, and any other expenses
of a civic or governmental nature deemed by the mayor
to be in the interest of the city.
SECTION 2. No expenses shall be incurred under this ordinance
without prior authorization of the mayor and all
claims for such expenses shall be approved by the
mayor and allowed in the regular manner before
payment.
