This is to confirm that at the meeting held by the Architectural
Review and Planning Board on April 22, 1998, your application for
a Level 2 Architectural /Site Plan Review to permit a 668 square foot
addition to the southwest side of the dwelling you own at 344 Gulfview
Road, and your application for a Level 2 Architectural /Site Plan
Review to permit a 529 square foot addition to the southeast side of
the dwelling located at 246 Golfview Drive were both considered.
Both applications were approved as presented and each has the following
conditions attached to the approval: 1) Health Department approval of
the septic system shall be secured prior to issuance of a building
permit. 2) Drainage Plans addressing the modified area of the site
shall be submitted prior to a building permit being issued. 3) The
ficus hedge along Golfview Road shall be perpetually maintained in
well - groomed condition.
If a building permit is not applied for by April 22, 1999, these
approvals shall expire.

Proposed Improvement: 668 square foot, one -story addition that will be connected
to the rear portion (SW) of the existing manager's home.
The addition will contain a new master bedroom and bath.

Existing Architectural Style: British Colonial designed by Marion S. Wyeth, c.1926
Adjacent Residences: Across Street to north -- one G.S. Bermuda home and several "other
various style" homes; adjacent to the east is another British Colonial one -story residence
owned by the Golf Club (ARPB #98 -4).
Potential Issues Considered During Review:
1. Maintaining historical and architectural significance of the structure, which is listed in a
Historic Site Survey conducted in 1990 for the Delray Beach Historical Society.
2. Use of the Design Manual as a guideline for non - residentially -zoned property.
Staff Recommendation: A motion to approve, based on a finding that the additions are
consistent with applicable review standards, with the following conditions:
1. Health Department approval of the septic system shall be secured prior to issuance
of a building permit.
2. Drainage Plans addressing the modified area of the site shall be submitted prior to building
permit.

Basis for Recommendation:
The GS Golf Club is proposing expansion of the two managers' residences located at the
north end of the golf course, which is zoned OR, Outdoor Recreation. These homes for the
club manager and golf pro are considered accessory uses to the golf club facility.
While the property is not located in a residential zoning district and is not subject to the
Design Manual, Staff used the manual as a guideline during review of the proposed
addition. The addition will match the existing home in style and materials and appears to be
consistent with Section V.A.11 of the Design Manual which pertains to additions.
The Town does not have a historic preservation ordinance and no properties in Town are
listed on the National or State Registers. However, both of the manager houses are listed in
an historic sites survey conducted for the Delray Beach Historical Society in 1990. The
cottages were designed by Marion Sims Wyeth, c.1926. To obtain historic site review
expertise, the Town Manager consulted with the Town of Palm Beach's Historic
Preservation/ Planning Director during review of the plans. This input was particularly
helpful given that Marion Sims Wyeth designed a number of residences in Palm Beach
(including Mar -a- Lago). During this consultation, it was learned that:
-The additions are appropriate in scale and style
-The hierarchy of the original roof is maintained in that the new roof is lower than
(and in a small section, matches) the existing roof height.
-The simplicity of the design does not detract from the original structure.
-The architect has generally created a good design for an addition to a structure of
historic significance.
ARPB Action:
Approved, based on a finding that the additions are consistent with applicable review
standards, with the following conditions:
1. Health Department approval of the septic system shall be secured prior to issuance
of a building permit.
2. Drainage Plans addressing the modified area of the site shall be submitted prior to building
permit.
3. The ficus hedge along Golfview Road shall be perpetually maintained in well - groomed

country's most prominent society architects.3® The Gulf
Stream Golf Club is the only building known to have been
designed by Mizner in Gulf Stream. A 1926 Architectural
Forum article described the clubhouse as "the most attrac-
tive `Spanish - Italian adaption' in the United States. "39
Another pioneer architect, Marion Sims Wyeth
(1889 - 1982), arrived in Palm Beach in 1919. Wyeth graduated
from Princeton in 1910 and attended the Ecole Des Beaux Arts
in Paris from 1910 - 1914.`'0 Wyeth exhibited great diversity -
in his architectural projects. His largest residence,
"Cielito Lindo," was designed for James P. Donohue in 1927
in Palm Beach. Wyeth's most well -known commission was as
associate architect with Joseph Urban on "Mar- a- Lago," the
oceanfront estate of Majorie Merriweather Post. One of
Wyeth's most unusual projects was a design for a "Dutch
South African Village" in Coral Gables, a boom time develop-
ment near Miami. Wyeth's personal favorite was the Gover-
nor's mansion in Tallahassee, a Colonial -style columned
mansion built on the side of a hill. Most of Wyeth's work
was done in a classical vein, usually with Spanish or Ital-
ian motifs.-41L
According to Curl, "in the early twenties, Mizner and
Wyeth had virtually monopolized the Palm Beach market for
large villas. "'+Q Wyeth was as highly social as Mizner and
the two architects vied for the same society clients
throughout the 1920s. In fact sometimes their designs were
mistakenly attributed to each other. Three houses built in
Gulf Stream (2423 North Ocean Boulevard, 2435 North Ocean
Boulevard and 2525 North Ocean Boulevard) had long been
credited to Mizner, however Wyeth actually designed them for
John S. Phipps's Palm Beach Development Company.43 Wyeth is
known to have designed at least five other private resi-
dences in Gulf Stream. Histo i_cal research revealed that he
also— iesigned. two small houseo_(246 Golfview and 344 Golf -
view, for the Gulf Stream Golf Club for use as the golf
pro's residence and the caretaker's home.
At least two houses in Gulf Stream (1122 North Ocean
Boulevard and 1220 North Ocean Boulevard) were designed by
architect John Volk (1901- 1984). An extremely prolific
architect, Volk is credited with more than 1,000 houses,
theaters, clubs, and buildings in several countries.-4A' Volk
arrived in Florida in 1924, at the height of the real estate
boom. He opened an office a year later, beginning a 58 -year
career in Palm Beach.-425 Volk's designs incorporated a broad
range of styles: Spanish and Italian motifs, Classical,
Oriental, Normandy, and what he called "British Colonial. "46
Volk visited Jamaica, Bermuda and the Bahamas and was influ-
enced by the architecture of the islands. He did extensive
work on Paradise Island, Nassau, Bahamas. Theaters were a
Volk speciality and he designed the Royal Poinciana Playh-
ouse in Palm Beach and Parker Playhouse in Ft. Lauderdale.
