AUTHORIZING A TIME EXTENSION FOR COMPLETION OF PUBLIC
IMPROVEMENTS AND APPROVING A PERFORMANCE GUARANTEE FOR
WOODLEA MANOR PHASE I/BRADFIELD DRIVE CONNECTION
WHEREAS, Winchester Homes, Inc., the developer of Woodlea Manor Phase I/Bradfield Drive
Connection has not completed all the required public improvements in accordance with the approved construction
drawings and town standards within the two-year period agreed to in the contract for public improvements and
previously approved time extensions; and
WHEREAS, the developer has requested a time extension to complete the public improvements; and
WHEREAS, the Bradfield Drive Connection is not to be opened until 95% of the homes in Woodlea Manor
have been issued occupancy permits and the current percentage is 86%; and
WHEREAS, a corporate surety bond in the amount of $62,000.00 from the Safeco Insurance Company of
America was provided by the developer to guarantee the installation of public improvements in Woodlea Manor
Phase I/Bradfield Drive Connection; and
WHEREAS, the town's Director of Engineering and Public Works recommends a time extension to May
10, 2001 for completion of the public improvements.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The corporate surety bond from the Safeco Insurance Company of America in the
amount of $62,000.00 is approved to guarantee the installation of public improvements in Woodlea Manor Phase
I/Bradfield Drive Connection.
SECTION II. A time extension to May 10, 2001 for completion of the public improvements is approved.
