MINUTES: There were none ready for approval. Recommendations on New Applications: 1. Historic Preservation Applications: a. Higgins Farm Windmill: $18,000 This amount was originally $24,000. The Historical Society is putting in $6,000, bringing the amount down to $18,000. This amount will wrap up the rest of the work that is needed on the Windmill. It should be good for another 200 years! MOTION: To approve recommendation for$18,000. Moved by Robinson, 2"d by Ruchinskas All "AYE" b. Breakwater Cemetery: $23,000 Carstanjen- People were trained to do restoration with the prior funds. Dillingham Cemetery is done. Some stones have been done at Breakwater Cemetery. The relatives of persons buried at the Sears Cemetery, on Airline Road, may take on that project. Sears is difficult to work in. It is on private land and borders a conservation area. Photos of the work that has been done were passed around. The current requested funds will address the major stones at Breakwater Cemetery. The problem is that once stones are down, people take them, walk on them, mow them. There are pieces at the DPW and we are trying to locate where they go. The money is to get the stones Community Preservation Committee Minutes–February 14,2007 Page 1 of 3 up and re-set and re-aligned. The stones on Lower Road were power washed — which destroyed the stones and their carvings. They look like chiclets. We also need to put up informational signs about the cemeteries, who is there, the history, etc. MOTION: To approve recommendation for$23,000 Moved by Robinson, 21d by Ruchinskas. All "AYE" Sue Carr—The Historic Commission is working on a solution to the Historic Preservation issue. They are meeting with Charlie Sumner re: an agreement that will guarantee the money will get to the Historical Society — while waiting for the HPR. c. Oral History Project: The Historic Commission supports the project, but feels that it needs more coordination with the Brewster Ladies Library oral history project. The Historic Commission recommends that this request be denied at this time. There are tapes at the Society and similar tapes at the Library. Theresa Lamperti will check these out and make a recommendation. Accessibility is an important issue. Administrative Issue 2. Need to replace the tape recorder — possibly with a digital recorder. MOTION: To approve purchase of a new recorder. Moved by Hush, 2"d by Robinson. All "AYE" Community Housing Application 3. Report of Community Housing Sub-Committee The Housing Partnership does not want to be a part of this application. Other towns on the Cape are already using a buy-down fund, Sandwich, Chatham. The Committee considered this a very creative, pro-active project — a good way to stretch resources. There was a discussion as to whether it should be more flexible, so the amount could be larger than $20,000. This could be a model to get more done with less money. The Committee needs to iron out structural issues. Could this be structured for Brewster residents? This would help children of residents remain in town, as well as workers. The Clerk requested a summary for Town Meeting. MOTION: Approve Concept of$60,000 for up to three houses. Moved Bassett, 2"d by Robinson. The Committee discussed using up to $$15,000 from the Administrative funds for a study by the CPC/Housing Partnership - a Housing Needs Assessment, a Housing Action Plan. We will need to do an RFP. Ruchinskas and Douglass will write this up and send it out ASAP. MOTION: Up to$15,000, to send out an RFP and hire a consultant to do a Housing Needs Assessment and a Community Housing Plan. Moved by Bassett, 2"d by Ruchinskas. All "AYE" Traditional Home Building Conference 5. Request for two people to be able to attend the conference at $185 each. The subject is Preservation of existing traditional buildings. Attendees will report back to the CPA Committee. MOTION: To approve two people at$185 each, to attend the conference.
