A RESOLUTION: ADOPTING THE VIRGINIA PUBLIC PROCUREMENT ACT AND
ATTACHED PROCUREMENT POLICY MANUAL AS THE
PROCUREMENT POLICY OF THE TOWN
WHEREAS, the Virginia Public Procurement Act, Sections §§ 11-35 through 11-80 of
the Code of Virginia (the "VPPA'), was established to enunciate the public policies pertaining to
governmental procurement; and
WHEREAS, the VPPA authorizes a locality either to adopt the provisions of the Act in
their entirety, with the option to adopt certain supplemental provisions with customized terms, or
to adopt altemative procedures of its own, with are based on competitive principles; and
WHEREAS, the attached Procurement Policy Manual brings written form to the desired
optional policies provided for in the VPPA; and
WHEREAS, the staff recommends and Council desires to adopt the VPPA in its entirety,
with certain supplemental provisions contained in the Procurement Policy Manual, as the Town's
purchasing policy.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
VPPA and the Procurement Policy Manual be adopted as the procurement policy of the Town,
effective immediately.
