Minutes- December 27th 2006 regular and executive session minutes were reviewed and approved. Motion by Bassett, Second by Reyburn All "AYE" 2. Article review: Historic Preservation a. Brewster Cemetery Committee: $23,000 - Gravestone repair and restoration The purpose of this funding request is to continue the project for the preservation of the gravestones at the Breakwater Road Cemetery, which is located behind the First Parish Church, off Main Street. These additional funds will be used to erect, re-set and re-align gravestones of historic interest. b. Brewster Historical Society: $18,000 Higgins Windmill Restoration This funding will provide for the continuation of the restoration of the 211 year old Higgins Farm Windmill located next to the Drummer Boy Park property on Route 6A. The windmill is owned and operated by the Brewster Historical Society, which is a private not-for-profit organization. The repair work that was done last year uncovered other areas of work that need to be undertaken to complete the repair of this historic structure. The Brewster Historical Society is contributing $6,000.00 towards the completion of this project. Community Housing c. Community Preservation Committee: $60,000 Affordable Housing Buy-down Program. Community Preservation Committee Minutes February 28,2007 Page 1 of 2 U Proposed Article: Create a grant buy-down program of $60,000 to enable The Town, upon approval by the CPC, to purchase affordable housing deed restrictions to permanently preserve the affordability of housing units currently within, or to be newly added to, the Town's affordable housing stock. Such units will be affordable for purchase or rent by households earning no more than 80% of the area median income. DRAFT Summary: These funds will be utilized as grants of up to $20,000 to low income households or private, non-profit organizations who are purchasing lower priced housing units, some of which may be in danger of losing their affordability. In exchange for the grants, the purchaser will place an affordable housing deed restriction on the property that will ensure that the housing will remain permanently affordable. The program will provide a pool of funds that will enable from 3-6 units to either remain affordable or to be newly added to the Town's affordable housing inventory. All expenditures from the buy-down pool will require the approval of the CPC. 3. New Application(s): Council on Aging: $100,000.00 - Application in process for fall Town Meeting. This will provide partial funding for the replacement of the double hung windows and restoration of the fixed stained glass windows. All work will conform to the historical aesthetics of the original building. Town Hall Vault: $18,000.00 Application in process for fall Town Meeting. This project will provide partial funding for the purchase of custom-designed moveable, lockable and space efficient shelving which will not only increase available storage space, but will provide improved security for the town's valuable archives. 4. Open Space Plan update- The Open Space Plan is in the process of being updated by Jeff Thibodeau. It is due to be submitted by the end of June.
