Minutes: Four sets for review and approval: Jan 24 (executive and regular), Feb 14th and 28th and March 14th. Ruchinskas was not present for the January 24th meeting. MOVED: To approve Moved Hush, second Robinson All "AYE" 2. CPA Coalition: Review of letter to Coalition Discussion of letter, with suggested changes. MOTION: Approve and send letter with the dues. Moved Robinson, second Hush All "AYE" 3. Review application, any changes? No changes suggested. 4. Working on Housing RFP — not done yet will be done by end of April. Bring to CPC for review before it is sent out. Ruchinskas- I commit to having it done by end of April. Carr—Will canvas other Cape towns to get information on housing - what and how they do housing projects, plans. This could help with the RPF. Hush —The CPC needs to take the initiative for such projects. I really like the idea of doing the RFP, hiring a consultant and getting a plan. This will help to provide the basis for future projects. Community Preservation Committee March 28, 2007 Minutes Page 1 of 3 Carr— Wellfleet took $150,000 from CPC and put it into a Housing Fund. Ruchinskas — Wellfleet had some specific projects that they gave funding to the Housing Authority to hire a consultant to work on them. Specific projects could come from getting the Plan done. Some towns use their Housing Authority for projects too. Falmouth gave a big chunk of money for a Housing Development Fund, so much for a Preservation fund and then they set up another committee to make the funds available. They have a rental voucher program that the Housing Authority administers. Hush —There are a lot of properties out there that might be good for housing projects. Carr — Use tax title process to procure parcels for housing. The ones set aside for conservation are not accessible for housing. Properties are reviewed for highest and best use to get housing or conservation properties. There are now 3-4 parcels that were taken for tax title and can be used for housing. Taylor—The State wants to see existing cleared lands bought, or buying existing housing. They do not want to see forested land cleared for housing. Ruchinskas — Falmouth has a preservation fund to preserve existing housing, they have a number of committees. The dynamics and the infrastructure are different than ours. Robinson — I am afraid of just giving the money away without any idea as to what it is going to be used for. We are responsible for these funds and how they are used. Hush — Let's wait, get a Housing Assessment/Housing Plan done and go from there. 5. Open Space: Taylor— no recommendations yet, Open Space Committee is meeting next week. Jeff thinks it will take 10 months to a year. But it is due in June, So I will do part of it and he will do the rest. He will give me an estimate. The update must be done by August 1st. We need this done if we are applying for any State funds. I will get a final cost from him for next meeting. 6. Historic Preservation Deed Restrictions: Robinson- The Historic Commission is working on this and also on projects to target. If there was a list of priorities, then this might help in reviewing applications. Carr- I think we are going to get the Cape Rep Theatre building and the Unitarian Church in the future. So I am not sure we need to drum up business, although some smaller ones would be fine. 7. Recreation application status—Stony Brook School Playground The Recreation Committee is trying to get a clear interpretation of what recreation can and cannot spend money on for CPA. This is under review. Community Preservation Committee March 28,2007 Minutes Page 2 of 3 Hush — It would really help is we could get clarification on this from the Coalition, DOR. Carr —This project was discussed at the Roundtable meeting — but the answer was not really clear. Some towns have done similar things.
