A RESOLUTION: INITIATING AMENDMENTS TO THE ZONING ORDINANCE TO
REQUIRE SPECIAL EXCEPTION APPROVAL OR USE LIMITATIONS
FOR OFFICE USE IN THE B-1 DOWNTOWN MIXED USE ZONING
DISTRICT
WHEREAS, it is the desire and intent of Council to amend the Zoning Ordinance as
necessary to achieve the goals of the 1997 Town Plan; and
WHEREAS, the Zoning Ordinance currently permits office as a by-fight use in the B-1
District; and
WHEREAS, the Town Plan states that the town's land use regulations should support and
encourage a balanced mix of uses in the downtown area; and
WHEREAS, amending the B-1 District regulations with regard to office use will maintain
the downtown business district as the center of commerce and government while protecting the
traditional integrity and viability of the town's urban core; and
WHEREAS, the public necessity, convenience, general welfare and good zoning practice
require the proposed amendments.
THEREFORE, RESOLVED by the Council of the Town Leesburg in Virginia as follows:
SECTION I. The following text amendments to the Leesburg Zoning Ordinance are hereby
initiated and referred to the Planning Commission for recommendation:
1. Require special exception approval for office use.
2. Impose use limitations for offices in cases of new construction or conversion.

INITIATING AMENDMENTS TO THE ZONING ORDINANCE TO REQUIRE A SPECIAL
EXCEPTION OR USE LIMITATIONS FOR OFFICE USE IN THE B-1 DISTRICT
SECTION II. Pursuant to Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as
amended, a notice that a Zoning Ordinance Text Amendment to specify a special exception
requirement or use limitations for office use in the B-1 District will be considered jointly by the
Leesburg Town Council and the Leesburg Planning Commission shall be published in the
Leesburg Today on October 4, 2000 and October 11, 2000 for a Joint Public Hearing to be held
on Tuesday, October 17, 2000 in the Council Chambers of the Government Center at 25 West
Market Street, Leesburg, Virginia, 20176.
