COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes
May 21, 2007
Chairman Elliott Carr called the meeting to order at 4:30 PM. Members present were; Paul Hush,
Elizabeth Taylor, Roland Bassett Jr., Michael Lach, William Rayburn, Roy Robinson and Paul
Ruchinskas. Member missing: Stephen McKenna.
1. TOWN MEETING
Open Space $2,380,000 balance
Historical $225,333 balance
Housing $183,735
Reserve: $692,850.
• Reflects everything now and appropriations at Town Meeting
2. APPLICATION PROCEDURES
• Cape Codder -regular meetings listings
• September i is deadline for applications for Fall Town Meeting
• Update section on Town website
Keep working on things we know of- possible applications
3. POSSIBLE APPLICATIONS
PLAYGROUND- Recreation Commission presented this application, tentative approval, no
more information needed, may be less money.
• COUNCIL ON AGING-outside review of windows, then review for application.
• CAPE REPITORY THEATER- rehab house on 6A, not much communication regarding
historical procedures, no formal approach. Questions belong with Historical Commission.
If outside work then must go to Old Kings Highway.
4. HOUSING PLAN
• Request sent to 3 consultants, due back May 31
• Sub committee will review and choose
MOTION made by Roland Bassett that the Housing Sub committee choose consultant up to
$12,000.

5. OPEN SPACE PLAN
Under $10,000 out of Administration Fund due this week
Town survey done
• End of July send to the State
Open Space and Recreation Plan: Town goals for present and future uses, evaluate
Recreation, under CPA funding, tier levels, 80-90% done; add goals . It was updated in
1999. To be approved by open Space, Recreation, CPA, Selectmen and Public Review
(meeting).
6. OTHER BUSINESS

Historical presentation (Roy Robinson) -proposed guidelines for after we spend money,
checks that contract is being honored. Belongs with the Historic Commission. Another
question-who watched it through to completion? Look ahead to challenge of monitoring
and enforcement- monies to be set aside, Town grantee. Who would enforce?
Elliott Carr will draft a letter to Historic Commission to site issues. CPC standards will be
developed, check patterns with other towns. Puzzling decisions-regarding 2/3 vote-
clarify before next Town Meeting. Basis for reasoning. Town Counsel trumps anyone
else. Informal discussion with Town Counsel how this developed? Based in law or court
case?
MOTION made by Paul Hush that Paul Ruchinskas and Elizabeth Taylor work questions through
Charles Sumner to Town Counsel that we see where CPC stands on 2/3 issue.

MOTION made by Paul Hush to have letter sent to Historical Commission by Elliott Carr with
guidelines.

c) sign at projects- cost approximately $100.00 each. Could be placed at Habitat and
Windmill. Town sign code, HDC regulations-maybe and issue. Same as "builders" signs, size
restrictions, run by Zoning Agent and HDC.
MOTION by Paul Ruchinskas to authorize Paul Hush to purchase 3 signs (approximately
$100.00 each) subject to proper approval.
