Members present were; Paul Hush, Elizabeth Taylor, Roy Robinson, Jeanne Boehm, Roland Bassett Jr., and Paul Ruchinskas. Members missing were William Reyburn and Michael Lach, To discuss Land Negotiations Motion by Elizabeth Taylor to go into Executive Session. Second by Paul Ruchinskas. VOTE: Hush-YES Taylor-YES Carr-YES Ruchinskas-YES Boehm-YES Bassett-YES 1. STRANAHAN PROPERTY Agreement has been reached for 1.2 million; 50,000 Brewster Conservation Trust 20,000 Cape Cod Museum of Natural History 500,000 State (DCR) 15,000 Administration Funds(appraisal + legal) $630,000 asking from CPC 10 acres with Conservation restriction on the abutting 30 acres. South of Drummer Boy. Waiting for application 2. CRYSTALOSKI PROPERTY next to the Water District on Freeman's Way Around $13,000 per acres, 5 acres equals $65,000. Members present were; Paul Hush, Elizabeth Taylor, Michael Lach, Roy Robinson, Jeanne Boehm, Roland Bassett Jr., and Paul Ruchinskas. Member missing was William Reyburn. 1. Old Town Hall Window Project (COA) application Charles Sumner, Brewster Town Administrator, presented this project. They are asking for $100,000, for replacement of the old windows with double hung windows. The current storm windows will be removed. The new windows will replicate the old windows in size and style. All °fixed" windows will be repaired and a better quality of storm windows added. The estimate is approximately $160,000 and it has gone out for bid. The bids will be opened prior to Fall Town Meeting. If approved the balance will be requested as a Fall warrant article. The replacement windows are composed of vinyl covered wood. This eliminates storms windows and looks better esthetically/ better looking with the same trim. Motion made by Roy Robinson to fund $100,000, for the replacement and repair of the windows at the Old Town Hall/Council on Aging building as requested. Second by Roland Bassett Jr. VOTE: 8-0-0. 2. Historic/Archives application Mitzi Unger, Brewster Town Clerk, presented this request. This application is asking for $18,000 for secure storage shelving in a climate controlled and secure area for the Town Hall archived materials. A professional archivist has been working on records and now storage space is requested to secure these materials. The records are available to the public through request on Town Clerks office. This area is shared with the Town Treasurers office. It is climate controlled and secure. Eventually they would like the records to be digitized for complete public access. This is just for existing documents in Town Hall. The other depositories of documents; Ladies Library, First parish Church and Historical Society are to be done later. An index of Historical documents is being considered. A map case had been approved ($1500) but not purchased and the monies returned to CPC. CPC Minutes 08-29-07 Motion made by Roland Bassett Jr. to fund $18,000 for Town Hall Archives storage shelving as presented. Second by Roy Robinson. VOTE: 8-0-0. 3. Recreation application Denise Fronius, Principal of Stony Brook School, presented this application. They are asking for $25,998 for the construction of a Playground for 2.9 to 5 year olds. This is needed to compliment the adjacent playground as well as for Headstart accreditation. Headstart contributed the fencing as well as some of the equipment. This area is used school vacations, weekends and summer. All age levels use this area. 50-100 children use this area at once. This addition will create a safe play environment for all ages. Structure will be secure, stable, block the sun and be inspected twice a year. It will be open to the public except during school hours. It will be side by side to the regular playground for easy visibility. Signage will be provided for °early childhood playground". Motion by Paul Ruchinskas to fund $25,998 for proposal for early childhood playground as presented. Second by Roland Bassett Jr. VOTE: 8-0-0. 4. Housing Letter Letter dated September 27, 2007 from Jillian Douglass (Assistant Town Administrator) requesting $10,000 to assist and affordable buyer in the purchase of a resale of an affordable home at 30 Belmont Park Road. This is exactly the reason CPC was conceived, otherwise this home might be lost. Motion by Paul Ruchinskas to approve this request as presented for $10,000. Second by Roy Robinson. VOTE: 8-0-0. Board polled: all voted AYE (Michael Lach left the meeting) 5. Executive Session To discuss Land Negotiations Motion by Elizabeth Taylor to go Ruchinskas.
