HomeMy Public PortalAboutCommunity Preservation Committee -- 2007-09-12 MinutesDate approved 9-26-07 Vote 8-0-0 TOWN OF BREWSTER COMMUNITY PRESERVATION COMMITTEE Meeting Minutes September 12, 2007 Chairman Elliott Carr called the meeting to order at 4:30 PM. Members present were; Paul Hush, Elizabeth Taylor, Michael Lach, Jeanne Boehm, Roland Bassett Jr., and Paul Ruchinskas. Member missing was William Reyburn and Roy Robinson 1. MOTION by Roland Bassett Jr., to accept the Minutes of August 29, 2007 (both Regular meeting and Executive Session) as written Second by Paul Hush. VOTE: 7-0-0 2. Ratification of all August 29, 2007 votes approving projects; • Old Town Hall Window project- $100,000, for the replacement and repair of the windows at the Old Town Hall/Council on Aging building ^ Historic/Archives- $18,000 for Town Hall Archives storage shelving ^ Recreation - $25,998 for proposal for early childhood playground Housing- $10,000 to fund a request under the Affordable Housing Buy- Down Program. MOTION by Paul Hush to accept as in Minutes of 8-29-07. Second by Roland Bassett Jr., VOTE: 7-0-0 3. Open Space Proposal- Elizabeth Taylor STRANAHAN Project, Map 20 Lot 23 discussion. Town Meeting article will ask for full amount of 1.2 million and to accept funds from other sources. Elizabeth will produce An Excel spread sheet for all areas of funding. The State should report by October 1 as to the funding. Brewster Conservation Trust and Cape Cod Museum as still on board. If the state $500,000 funding is not awarded, then the CPC will need to decide whether to continue to recommend funding at Town Meeting. There was a discussion of trails on the property; not every acquisition needs trails. There ar~i~i~icant Museum Trails within the area. Conservation Commission has no funding for trail maintenance-this should be addressed with Natural Resources MOTION made by Paul Hush to approve 1.2 million for acquisition of this property. Second by Roland Bassett Jr. VOTE: 7-0-0 4. Discussion More intense discussion is needed with the Water Department to set-up a Land Fund to be used for land purchases. Possible add to Water rate on a regular basis. Water is the best sell for land protection. MOTION made by Roland Bassett Jr. to approach the Water Department regarding funding. Second by Elizabeth Taylor. VOTE: 7-0-0 5. Housing Paul Ruchinskas presented a rough first draft of the housing needs assessment. Public meeting to be held. Action plan is critical. 6. Future Cape Repertory Application was discussed. Housing, Recreation and Historic issues are very complex. Paul Hush will lead a special committee to review this and bring back at a future date.
