TOWN OF BREWSTER
COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes
September 26, 2007
Chairman Elliott Carr called the meeting to order at 4:30 PM. Members present were; Paul
Hush, Elizabeth Taylor, Jeanne Boehm, Roland Bassett Jr., Paul Ruchinskas, William Reyburn
and Roy Robinson. Member missing was Michael Lach.
MOTION by Roland Bassett ]r., to accept the Minutes of September 12, 2007 as written

i. Cape Repertory Theater Application
This is a difficult application with several obstacles to overcome; time limit of the lease and
housing requirements are difficult. Most of the Committee has good feelings about the Cape
Rep but it is not going to be easy.
A special sub-committee has been established to review this application; Paul Ruchinskas,
Elizabeth Taylor, Paul Hush and Susan Carr.
Janine Perry was asked to attend this meeting to give and overview and answer questions that
have arisen. Along with Janine she introduced; Rick Longley (Board member of Cape Repertory
Theater), Fran Wheeler(President of Cape Repertory Board), Todd LaFleur (Program Manager
of Department of Conservation and Recreation-owner representative), and Ellen St.Sure
(Brewster Historical Commission).
Janine explained she had made a presentation to the Brewster Historical Commission. At that
time they focused on the historical integrity of the house. She felt they were lacking one piece
of information; the house represents 3 architectural presentations, all need to be respected. As
a responsibility for performing arts but to preserve the site as well.
Housing may be different but we will be providing housing for the people who work for us and
could not afford to live on Cape Cod otherwise. We understand the restrictions we are facing.
This is the major obstacle for this project.
Mr. Todd stated that with the two prior projects, they worked together to see this through.
No deed restrictions can be filed on this property. The Commonwealth of Massachusetts will
own this home.
The Brewster Historical Commission has concerns but will assemble to reconsider.
The CPC side of the project may not work under Housing, so it must come under the Historical
component. If voted by January or February it may go to May Town Meeting.

2. Open Space Proposal
Discussion at next meeting for $65,000 but the Water Department must put a funding system in
place.
3. Housing Needs Assessment
Stage One in process now, comments are coming back. The next step is a Public Forum to
address concerns, obstacle and set an action plan. We will meet with the Consultant prior to
Open Meeting.
4. Other Business
A. Cape Codder meeting dates
B. Status for Stanahan Property
C. Cape Rep- letter from Historical to Cape Rep.
D. Convene subcommittee for Cape Rep discussion- must be posted. Members; Sue
Carr, Elizabeth Taylor, Paul Hush, Paul Ruchinskas.
