RESOLUTION NO. 2000-188 ADOPTED September 26, 2000
A RESOLUTION: AUTHORIZING AGREEMENTS AND APPROVING PERFORMANCE
GUARANTEES AND WATER AND SEWER EXTENSION PERMITS
FOR SPRING LAKES PHASE 1 AND THE SPRING LAKES
FRONTAGE IMPROVEMENTS PLAN
WHEREAS, Spring Lakes, LLC, the developer of Spring Lakes Phase 1 and the Spring
Lakes Frontage Improvements Plan has requested approval of corporate surety bonds in the
amount of $670,100.00 and $11,050.00 to guarantee the public improvements in Spring Lakes
Phase 1 and the Spring Lakes Frontage Improvements; and
WHEREAS, this subdivision is in Loudoun County and the town's bonded improvements
are water and sanitary sewer only; and
WHEREAS, the Director of Engineering and Public Works recommends approval of a
contract for installation of public improvements and acceptance of performance guarantees for
Spring Lakes Phase 1 and the Spring Lakes Frontage Improvements Plan.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The town manager shall execute the contracts for public improvements
for the improvements shown on the plans approved by the Director of Engineering and Public
Works for Spring Lakes Phase 1 and the Spring Lakes Frontage Improvements Plan.
SECTION II. The extension of municipal water and sewer for Spring Lakes Phase 1 and
the Spring Lakes Frontage Improvements Plan are approved in accordance with Sections 15-9
and 19-18 of the Town Code.

SECTION III. The corporate surety bonds in a form approved by the town attomey from
the Travelers Casualty and Surety Company of America in the amounts of $670,100.00 and
$11,050.00 are approved as security to guarantee installation of the public improvements shown
on plans approved by the Director of Engineering and Public Works for Spring Lakes Phase 1
and the Spring Lakes Frontage Improvements Plan.
