Certified mail to the owner citing the code violationwas returned as undeliverable as was the special tax bill correspondence that I mailed in January. Upon further investigation, we contacted Mr. Norman, Sandra Norman's estranged husband, and Mr. Glover Brown appeared before me to request abatement of the administrative costs. He dictated the attached memorandum to the City Council on her behalf. MEMORANDUM TO: City Council FROM: Sandra Norman by Glover Brown DATE: January 22, 1993 RE: Special Tax Bill 14628 617 Locust As a result of not being notified, Sandra Norman had no knowledge of the violation. The violation occurred as a result of on-sight construction. Due to inclement weather, construction company was not on-sight, thereby resulting in no one being aware of posted notice of violation. As indicated by Mr. Nagel, notice was removed upon removal of carpet, carpet padding, cardboard, trash and junk by sub-contractor hired by the City of Jefferson. Mrs. Norman was eventually contacted, not by the City, but by her husband who is not a City employee, of the filed violation and pending special tax bill. At which time Mrs. Norman contacted the City via Mr. Glover Brown, her brother. In as much as Mrs.Norman has demonstrated a willingness to resolve this matter and due to the fact she had no prior knowledge of aforementioned violation,Mrs. Norman is praying that the Council will consider her alternative proposal. Mrs.Norman is in agreement to paying the assessed $70.00 charge for removal of aforementioned debris and she is asking that the Council consider abatement of the administrative costs - $55.00. Neither Mr. or Mrs. Norman resided at 617 Locust at the time of the violation due to renovation.
