The Common Council of the City of Richmond, Indiana met in regular session March 1, 2010 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY MS. CRUSE - NICHOLSON
President Miller presided and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing
Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn.
Also present were: City Attorney Walt Chidester, Assistant City Attorney Kim Vessels, Mayor Sally
Hutton, Deputy City Clerk Monica Burns, City Controller Tammy Glenn, Director of Metropolitan
Development Tony Foster, Police Chief Kris Wolski, Todd Dooley ABATE of Indiana, Bob Ridgeway,
Mathew Ridgeway, Kim and Dave Dorsten.
APPROVAL OF MINUTES
Mr. Parker moved to approve the minutes of the meeting of February 16, 2010, supported by Mr. Quinn.
Upon a vote viva voce, the motion passed.

REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the January 28 and February 4, 2010, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and /or ORGANIZATIONS
DEPARTMENT OF METROPOLITAN DEVELOPMENT: Director Tony Foster reviewed several major
projects his Department is involved with: Gas Company Building Water Contamination; the Unified
Development Ordinance; Transportation Plan; and the Neighborhood Stabilization Grant.

Mr. Elstro moved to suspend the rules and read Ordinance Nos. 7 and 8 -2010 on first reading by title
only, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 7 -2010 - AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS
The Deputy Clerk read Ordinance No. 7 -2010 on first reading by title only.
Presented by Ms. Glenn, this Ordinance would authorize the transfer of Seventy Two Thousand Two
Hundred Thirty Dollars and Zero Cents ($72,230.00) to the Cumulative Capital Development Fund.
Mr. Elstro moved to advance Ordinance No. 7 -2010 to second reading and to suspend the rules and read
by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 7 -2010 on second reading by title only.
Council President Miller declared Ordinance No. 7 -2010 on second reading and public hearing. There
being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. 7-
2010, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.
Mr. Wissel moved to advance Ordinance No. 7 -2010 to third and final reading and suspend the rules and
read by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 7 -2010 on third reading by title only.
Ordinance No. 7 -2010 was adopted with a 9 -0 roll call vote.
ORDINANCE NO. 8 -2010 —A GENERAL ORDINANCE CREATING CHAPTER 78 OF RICHMOND CITY
CODE REGULATING MOPEDS AND POCKET BIKES
The Deputy Clerk read Ordinance No. 8 -2010 on first reading by title only.
Presented by Ms. Vessels, this Ordinance is an amended version of proposed Ordinance No. 59 -2009.
After several meetings with interested parties in the community, Ordinance No. 8 -2010 is now being
presented to the public.
Mr. Parker moved to amend sections 78.03 (3) and (h) by adding or proof the fine has been paid or proof
that no violation has been made, supported by Mr. Wissel. Upon a vote viva voce, the motion passed.
Mr. Parker moved to advance Ordinance No. 8 -2010 as amended to second reading and to suspend the
rules and read by title only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion
passed.
The Deputy Clerk read Ordinance No. 8 -2010 as amended on second reading by title only.
Council President Miller declared Ordinance No. 8 -2010 as amended on second reading and public
hearing. Speaking in favor was Mr. Dooley. Speaking against the Ordinance was Bob Ridgeway and
Mathew Ridgeway. Ms. Cruse - Nicholson moved for engrossment of Ordinance No. 8 -2010, supported by
Mr. Parker. Upon a vote viva voce, the motion failed. Dissenting was Ms. Pappin and Mr. Quinn.
Ordinance No. 8 -2010 will be held on second reading until March 15, 2010.

ORDINANCE NO. 6 -2010 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. -
6.2 -12.1 ( Vandor)
The Deputy Clerk read Ordinance No. 6 -2010 on second reading by title only.
This Ordinance is a request of Vandor Corporation for a ten -year tax abatement for equipment valued at
$1,931,000.00. Per the Tax Abatement Committee, this is a late request so a Resolution is needed to
allow consideration of this Abatement.
Ordinance No. 6 -2010 was held on second reading until March 15, 2010 at which time a Resolution to
allow a late filing will be presented also.
