HomeMy Public PortalAbout2000_10_31_r215The Tmvn o[ ! .eesburg, lrglnla PRESENTED RESOLUTION NO. 2000-215 ADOPTED A RESOLUTION: ADOPTING A 2001 LEGISLATIVE PROGRAM October 31, 2000 October 31, 2000 WHEREAS, the Mayor and Council have identified legislative items that are in the best interest of the citizens of the Town of Leesburg WHEREAS, the Town Council desires to communicate these items with the elected officials representing Leesburg to be addressed by the 2001 General Assembly. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The Town Council supports the legislative policies for the Town of Leesburg as follows: A. Charter Change Removing the Advice and Consent Requirement. Amend Chapters 3 and 7 of the Town Charter so that the police chief and the finance director can be appointed by the town manager without advice and consent of the Town Council. B. Primary Seat Belt Enforcement. Amend Section 46.2-1094 (F) of the Virginia Code to make a seat belt violation a primary offense. C. Automated (Camera) Red Light Traffic Enforcement. Amend Section 46.2-833.01 of the Virginia Code to allow for the usage of photo-monitoring systems to enforce traffic violations in Leesburg. D. Sycolin Road/Route 7/15 Bypass Widening Project. Appropriate $435,000 in highway funds to help expedite the start of the design phase of the project that would widen the Route 7/15 Bypass to six lanes from Route 7 to Route 15, complete the Route 15 and Route 7/15 Bypass Interchange, and add pedestrian and bike accommodations. E. Historic District Preservation/Beautification. Appropriate funds to the town to assist in relocating above ground utilities on King, Market and Loudoun Streets. F. VDOT Street Standards. Direct VDOT to relax its design standards so that new historic district streets needed to accommodate growth will be in keeping with the historic character of Leesburg. RESOLUTION: ADOPTING A 2001 LEGISLATIVE PROGRAM G. Revenue Sharing With Towns. Should the General Assembly provide additional state aid to localities through sharing of the income tax, a formula should be used that enables towns to share revenues based on the town's relative share of the county's population. With respect to sharing other tax proceeds such as sales tax, the General Assembly should abandon the formula based on the triennial school census in favor of one based on relative share of the population. H. Authority of Towns. Support the Virginia Municipal League 2001 Policy Statement regarding towns. The General Assembly should avoid enacting any laws that would restrict a town's authority to protect public health, safety and welfare or that would be potential sources of conflict between towns and counties. I. State Tax Relief For Seniors. Enable localities to give additional property tax relief to senior citizens by raising the maximum allowable income limit to $60,000 from $52,000. This will enable seniors in high cost communities to remain in their homes. J. Income Tax Credits For Business Activities In Historic Districts. Allow an income tax credit to business firms for their qualifying business activities in historic district enterprise zones designated by localities. PASSED this 31st day of October 2000.
