A RESOLUTION:
AWARDING A CONTRACT TO RHODESIDE & HARWELL
INCORPORATED IN THE AMOUNT OF $60,000 TO
DEVELOP A COMPREHENSIVE 20-YEAR PARKS,
RECREATION, OPEN SPACE, TRAILS, AND GREENWAYS
MASTER PLAN
WHEREAS, in June 2000, the Town of Leesburg Department of Parks and
Recreation issued a Request for Proposals (RFP) soliciting firms interested in developing
a Comprehensive 20-Year Parks, Recreation, Open Space, Trails, and Greenways Master
Plan; and
WHEREAS, on July 7, 2000, four proposals were received in response to the
RFP; and
WHEREAS, in July 2000, the Selection Committee met and evaluated each of the
four proposals, selecting two firms to continue in the process; and
WHEREAS, on August 16, 2000, the Selection Committee interviewed
Rhodeside & Harwell Incorporated, and Lewis Scully Gionet, and upon completion of the
interviews, the Selection Committee recommended Rhodeside & Harwell Incorporated;
and
WHEREAS, the RFP process and fee negotiations were conducted in accordance
with the Virginia Public Procurement Act and Town of Leesburg procurement policies;
and

WHEREAS, the Director of Parks and Recreation recommends approval of the
award of contract to Rhodeside & Harwell Incorporated in the amount of $60,000 to
develop a Comprehensive 20-Year Parks, Recreation, Open Space, Trails, and
Greenways Master Plan.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
as follows:
The Town Manager is hereby authorized to enter into a contract, in a form
approved by the Town Attorney, with Rhodeside & Harwell Incorporated in the amount
of $60,000 to develop a Comprehensive 20-Year Parks, Recreation, Open Space, Trails,
and Greenways Master Plan.
