HomeMy Public PortalAbout05-15-2014THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 15, 2014 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, May 15, 2014, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. President Robinson called the meeting to order and the following business was conducted: ROLL CALL Present were: Vicki Robinson, Tony Foster and Dick Foore. Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen, City Clerk; Police Lt. Donnie Benedict; Roseview Transit, Mike Lawson & Terri Quinter; Grant Administrator Sharon Palmer; Carrie Adams; Human Resource Director Sue Roberson; Scott Zimmerman; Dale Dishmond and, Media. APPROVAL OF MINUTES Mr. Foore moved to approve the minutes for the May 8, 2014 meeting with a second by Mr. Foster. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Foster moved to approve May 16, 2014 Claims for Payment in the amount of Three Hundred Eighty Five Thousand Five Hundred Sixty Two Dollars and thirteen cents ($385,562.13), supported by Mr. Foore. Upon a vote viva voce, the motion carried. REQUESTS • ROAD CLOSURES: ➢ Fireworks following River Rats games: Peacock Road between NW 11th and 13th Streets May 30 June 28 July 3 August 2 Fire Department equipment will be on site. Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. ➢ Annual Carnival: Bethel AME Church July 12, 2014 — 8 am — 8 pm South 6th Street — "B " - "C" Streets Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. Upon a vote viva voce, the motion carried. BID OPENINGS • CURB RAMPS 2014, Phase 1: Bids were received as follows: Rinehart Lawn Care - $33,822.00 ProLawn Care - $33,270.00 Bolin Construction - $45,500.00 Bids were taken under advisement for due diligence. Upon a vote viva voce, the motion carried. CONTRACTS • CONTRACT NO. 60 -2014 PITNEY BOWES Not to exceed $132.34 /month Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. With the approval of this contract, Addendum No. 1 to Contract 121 -2008 was voided. It had not been signed by Pitney Bowes. • CONTRACT NO. 61 -2014 (Metro) Trademark Construction Neighborhood Stabilization Project 3 324 South 11th Street Not to exceed $146,400.00 — house Not to exceed $18,788.00 — garage Mr. Foster moved to approve, supported by Mr. Foore carried. • CONTRACT NO. 62 -2014 (Fire Department) Phoenix Safety Outfitters Cleaning, repair and maintenance of turnout gear Not to exceed $25,000.00 This contract was tabled until further notice. CHANGE ORDERS - None ADDENDUMS • CONTRACT NO. 153 -2012 — ADDENDUM NO. 1 Earlywine Pest Control Add the IU Lifeline Hangar to Regular Services Not to exceed $120.00 /year Upon a vote viva voce, the motion Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. RESOLUTIONS • RESOLUTION NO. 6 -2014 — A RESOLUTION APPROVING THE UPDATE TO ROSEVIEW TRANSIT BUS ADVERTISING POLICY New rates will take effect with the renewal of current contracts. Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. Upon a vote viva voce, the motion carried. ADJOURNMENT Final decision concerning Rose View Transit grievances The Board voted to not review additional information submitted after the grievance hearing on This matter was continued until May 22, 2014.
