HomeMy Public PortalAbout05-22-2014THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 22, 2014 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, May 22, 2014, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. President Robinson called the meeting to order and the following business was conducted: ROLL CALL Present were: Vicki Robinson, Tony Foster and Dick Foore. Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen, City Clerk; Police Lt. Donnie Benedict; Human Resources Director Sue Roberson; John Dils, Family Fitness; and, Media. APPROVAL OF MINUTES Mr. Foore moved to approve the minutes for the May 15, 2014 meeting with a second by Mr. Foster. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Foster moved to approve Claims for Payment on May 23, 2014 in the amount of One Hundred Fifty Eight Thousand Six Hundred Ninety Six Dollars and ninety five cents ($158,696.95), supported by Mr. Foore. Upon a vote viva voce, the motion carried. REQUESTS • ROAD CLOSURES AND TRAFFIC RESTRICTIONS Tough Man Contest — May 31; 7:00 am — 6:00 pm Middle Fork Reservoir /Reid Parkway /Chester Boulevard — etc Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. • BUS LOADING AND UNLOADING SIGN Historical Museum — 1150 North "A" Street Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. • SIGN REMOVAL Loading Zone and 15 Minute Parking Sign 800 North 8th Street (in front of the old Glass Works Building) Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. • NEW HANDICAP PARKING SIGNS 1150 North "A" Street Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. 220 North 4th Street Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. Upon a vote viva voce, the motion carried. BID OPENINGS - None BID AWARDS - None CONTRACTS - None CHANGE ORDERS - None ADDENDUMS - None RESOLUTIONS - None PETITIONS - None MISCELLANEOUS- None ADJOURNMENT After a motion was duly made, the meeting was adjourned FINAL DECISION CONCERNING ROSE VIEW TRANSIT GRIEVANCES Each Board member read their statement and it was the consensus of the Board that the language in future contracts needs to be clarified. 1. This grievance deals with part -time employees and whether or not they need to pay union dues. In connection with the first issue in Grievance No. 01 -2014 dated January 3, 2014, Mr. Foster moved to approve Part Time Drivers as being covered under the current contract, supported by Mr. Foore. Upon a unanimous vote viva voce, (0 -3) it is deemed that Part Time drivers are not covered under the current contract. 2. This part of the grievance deals with a fee objector issue. Mr. Foster moved that the fee objector is required to pay fair share; however, the City of Richmond is not required to pursue collection of the fair share back pay, supported by Mr. Foore. Board of Works Minutes May 22, 2014 Page 3 of 3 Upon a unanimous vote viva voce, (3 -0) it is deemed that although the fee objector is required to pay fair share, the City is not required to pursue collection under the current contract. 3. Grievance No. 2 -2014 dated February 11, 2014 deals with part time employees being eligible for stipends and other benefits outlined in the grievance. Mr. Foster moved to allow part time employees to receive clothing allowances and benefits, supported by Mr. Foore. Upon a unanimous vote viva voce, (0 -3) it is deemed that part time employees do not receive clothing allowances and benefits under the current contract.
