REGULAR COUNCIL MEETING, DECEMBER 6, 2016
CALL TO ORDER
The Regular Council Meeting of December 6, 2016, was convened at 6:00 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber,
W ard, and W iseman
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Henry, seconded by Councilwoman W ard, to adopt
the agenda as published. The motion was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Planning & Protective Services Director Janice McMillan announced that the recipient of
the 2016 Kevin Meinhardt Memorial Service Award was Mr. Ralph Robinett, long-time
member on the Planning and Zoning Commission. Mr. Robinett and his family, as well
as Cindy Meinhardt and Molly Meinhardt Hoskins, widow and daughter of the late Kevin
Meinhardt, were also present for the presentation. Mayor Tergin congratulated Mr.
Robinett and thanked him for his many years of service to the City, and presented him
with a plaque.
PUBLIC HEARINGS
a. Voluntary Annexation of Portions of Unincorporated Area W ithin Meadows by the
Club Subdivision.

A staff presentation was made by Planning & Protective Services Department Director
Janice McMillan. Following her presentation, she answered questions asked by the
Council. At the conclusion of the staff presentation, the following persons testified on the
matter.

No one else came forward to speak in favor of the voluntary annexation.
At the conclusion of the public testimony, Mayor Tergin declared the evidentiary portion
of the public hearing concluded and stated that the Council would now take up the
associated pending bill.

PROPERTY BEING LOCATED IN SECTION 2 AND SECTION 3 OF THE MEADOW S
BY THE CLUB SUBDIVISION, IN THE COUNTY OF COLE, STATE OF MISSOURI;
AND AMENDING SECTION 1-17 OF THE CODE OF THE CITY OF JEFFERSON,
MISSOURI, DEFINING THE EXISTING CITY BOUNDARY BY ADDING ONE NEW
SUB-SECTION PERTAINING TO THE SAME SUBJECT.
Bill 2016-72 was read third time by title, placed on final passage, and passed by the
following roll-call vote as Ordinance 15591:

APPOINTMENTS BY THE MAYOR
There were no appointments brought before the Council at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Ms. Diane Gillespie, Jefferson City Convention and Visitor’s Bureau (“CVB”) made a
brief presentation regarding the 2017 CVB budget. Following her presentation, she

answered questions asked by the Council. At the conclusion of the presentation, Mayor
Tergin announced that the Council would take up the associated Resolution.
RS2016-26, sponsored by Councilman Prather, entitled:
A RESOLUTION OF THE CITY OF JEFFERSON APPROVING THE 2017 BUDGET OF
THE JEFFERSON CITY CONVENTION AND VISITORS BUREAU
A motion was made by Councilman Mihalevich for adoption of Resolution RS2016-26
as presented, seconded by Councilman *, and approved unanimously by the following
roll-call vote:
Aye: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, W ard,
and W iseman

ANNOUNCEMENTS BY M AYOR, COUNCIL, AND ST AFF
Mayor Tergin made the following announcements:
1. The next step in the classification & compensation study issue would be taken up
at the December 19 City Council meeting with the introduction of a bill, and
possibly a work session in January to further discuss and act upon the issue.
2. Events upcoming or recently held:
Mayor’s Christmas Tree Lighting on December 1, the Living W indows on
December 2, and Christmas Parade on December 3 , were all successful, and
she thanked the Police, Fire, Parks, Street, and other City staff that helped
make all three such a success.
December 8, 2016, Mid Missouri Honor Ball to raise funds for Honor Flight
Veterans
Staff made announcements about the following upcoming events:
1. Councilman Larry Henry announced that the next Public W orks and Planning
Committee meeting would be held at 11:30 A.M. on Thursday, December 8.
3. Planning & Protective Services Director Janice McMillan made announcements
about the following two upcoming events:
5th Anniversary of Ripple Glass Recycling in the City of Jefferson on
December 8

LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Lincoln University student liaison Jonathan Jackson was not present to provide an
update.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Ms. Cathy Bordner made a presentation regarding Bills 2016-82 and 2016-87 regarding
the East Capitol Avenue Urban Renewal Plan and development within the overlay
district. She asked the City Council to:
1. Approve the East Capitol Avenue Urban Rene wal Area Urban Renewal Plan;
2. Provide transparency for discussing the processes tha t will be used to implement
the plan;
3. Develop a user-f riendly method (such as a Facebook page) for the public to learn
about upcoming meetings where the plan will be discussed; and
4. Pass the Capitol Avenue Overlay District as soon as possible.
CONSENT AGEND A

A motion was made by Councilman Branch to approve the Consent Agenda as
presented, seconded by Councilman Graham, and approved unanimously.

ORDINANCE 15586 AND ESTABLISHING ELECTION DATES IN THE CITY OF
JEFFERSON, MISSOURI, FOR 2017.
Councilman Branch requested that the rules be suspended and Bill 2016 -88 placed on
third reading and f inal passage at this time due to beginning of the filing period for
election on December 13. There were no objections to the request to suspend the rules.
Bill 2016-88 was then read second and third times by title, placed on final passage, and
passed by the following vote as Ordinance No. 15593:

City Counselor Ryan Moehlman was asked to explain the process and timeline which
would have to be followed to fill the vacancy in compliance with the Code, Charter, and
state law. Following his explanation, he answered questions asked by the Council.

City Counselor Ryan Moehlman explained that the Council had voted to reconsider Bill
2016-67 at their Nove mber 28 City Council W ork Session, and that since it is a matter
which went bef ore the Planning and Zoning Commission, another public hearing would
need to be held following republishing of the notices. That public hearing is schedule for
the December 19 Council meeting. Janice McMillan announced that a neighborhood
meeting is also scheduled to be held on December 14 in the City Annex, and that al l
property owners have received notifications of the status of the issue, the public hearing
and the neighborhood meeting. Councilman Graham then requested that Bill 2016-67
be placed on the Informal Calendar at this time.
