Approval of Agenda: Bill Case moved the agenda, as amended, be approved as printed. Kevin Kelly seconded the motion. Motion carried. Approval of Minutes: Doug Record moved the minutes from the September 13, 2016 Regular meeting be approved. Jane Moore seconded the motion. Motion carried. Demolition Application a. 1412 Swifts Hwy – Jayme Abbott advised the Commission that the interior phots were not submitted timely, however, they were submitted in time for the meeting tonight. Chairman Hernandez asked the Commissioners for their thoughts on accepting the application. Ed Twehous discussed the difficulty the owner had gaining access to the home and that as soon as access was available they took the pictures and subsequently submitted. Doug Record moved that the HPC move forward on the application review. Brent Hemphill seconded the motion. Motion carried. The home, built in approximately 1954, is part of the Helias Sports Complex and needs to be destroyed. Bill Case moved that the demolition application be approved by the Commission. Kevin Kelly seconded the motion. Motion carried with one abstain by Art Hernandez. New Business The HPC members have been invited by Historic City of Jefferson (HCJ) to tour the blighted/abandoned homes in the E. Capitol area. This will be a walking tour of approximately one hour. After discussion HPC members were asked to send Jayme their available times for the tour. Jayme will coordinate with HCJ and get a date to the Commissioners. Jayme announced the Janice McMillan is retiring as on 1-12-17. In addition, Ryan Moehlman, the new city attorney began October 10, 2016. Jayme announced that three Commissioners’ terms are expiring at the end of the year, which are able to continue to serve for another term. They are: Schantz, Hemphill and Record. Art asked members to be thinking about meeting in December or not. Officers will need to be elected at the end of the year. Old Business a. Demolition Ordinance Review Sub-Committee – Terri Rademan discussed the sub- committee’s charge from the HPC and requested that a clarification be enacted by the HPC. Terri moved that you special committee on the City of Jefferson’s demolition ordinance have the authority to draft a new ordinance to be presented to the full commission for an up or down vote without amendment. Doug Record seconded the motion. Motion carried. Dates to Remember: a. Next regular meeting, Tuesday, November 8, 2016 at 6:00 pm. Adjournment: Bill Case moved the meeting adjourn.
