RESOLUTION ACCEPTING THE RETIREMENT AND
RESIGNATION OF TIM LONG
AS CITY ADMINISTRATOR OF THE
CITY OF RIVERDALE EFFECTIVE DECEMBER 3,2019
WHEREAS,the City Council of the City of Riverdale("City")is authorized under Chapter 22 of
the Riverdale City Code to appoint a City Administrator to serve at its discretion,under authority granted
by the Code of Iowa at Chapter 372.13; and,
WHEREAS,Tim Long was appointed as City Administrator by the City Council at its regular
meeting on July 11,2017 by means of Resolution 2017-20; and,
WHEREAS, Mr. Long did notify the Mayor in person and writing of his pending resignation and
pending retirement on Monday,November 18,2019 in a professional manner, effective December 3,
2019,with an offer to assist the City on an hourly basis thereafter for an interim period of time,at their
request;and,
WHEREAS, upon due consideration of his notice of resignation, and with the Mayor's
recommendation,the City Council desires to accept Long's resignation.
NOW THEREFORE,BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA:
That the City Council accepts the resignation of Tim Long as City Administrator,effective
December 3, 2019, and wishes him well in his retirement.

Dear Mayor Bawden,
For the,past thirty years, I have been gratified to serve as administrator for communities:in
Illinois and Iowa,and I have been especially proud of being chosen to serve as first-time
administrator for the City of Riverdale_ It has been agratifying to work with you and the other
thoughtful people chosen to serve the needs and goals of the community. It has been especially
satisfying to see Riverdale continue to refine its long-run goals and objectives, and manage
growth and development toward better outcomes.
It is time for me to turn over those administrative tasks of Riverdale to other hands. As well, at
my tender age, I have come to terms with the clear understanding that time and good health are
fleeting, and the completion of projects,and the building of important relationships call for both
time and good health. Therefore,this letter constitutes my two weeks' notice of retirement,and
resignation, If you and the-Council determine it to be in the best interest of the Council,that date
could be advanced. Alternately,I can be:available to assist theyou and the Councilin the
development of agenda items or other matters to which I could be of assistance,,until December
20t,when I wish to prepare for my sons'`families return home from afar for Christmas.
Finally, I want to thank you,Mike,and themembers of the City Council who have been
supportive of our efforts at making Riverdale's local,government more effective,transparent,and
responsive. I have gained a great deal of respect for all of you,aswell as for our staff and
consultants overthese past two and-a-half years. I wish you well, and would be pleased to cross
paths with you in the future.

CHAPTER 22
CITY ADMINISTRATOR
22.01 Appointment
22.02 Compensation
22.03 Qualifications
22.04 Duties
22.01 APPOINTMENT. The City Administrator shall be appointed by the majority vote of all members of the Council,
shall hold office at the discretion of the Council, and shall be subject to removal and termination by majority vote of all
members of the Council.
22.02 COMPENSATION. The City Administrator shall receive such compensation as established by resolution of the
Council.
22.03 QUALIFICATIONS. The City Administrator shall be a person competent by education and/or experience to
perform the duties imposed upon such person by this chapter. The City Administrator:
1. Must have a working knowledge of municipal finance, human resource, and economic development
2. Skills should include preparing and administering municipal budgets,and planning, directing and administering
municipal programs.
22.04 DUTIES. The duties of the City Administrator are as follows:
1. To have general supervision and direction of the administration of the City government.
2. To supervise and conduct the business affairs of the City and cause accurate records to be kept by modern and
efficient accounting methods.
3. To supervise the performance of all contracts for work to be done for the City.
4. To supervise and provide oversight over the construction, improvements,repair,maintenance,and management of all
City property,capital improvement projects,economic development projects, and undertakings of the City, including
the making and preservation of all surveys,maps,plans,drawings, specifications and estimates for capital
improvements.
5. To keep the Council fully advised of the financial and other conditions of the City and of its future needs.
6. To be directly responsible to the Council for the administration of the City as directed by the Council.
7. To keep the Mayor and City Council full advised of the City's overall future needs.
8. To attend all regular and special meetings of the Council unless excused by the Mayor or majority of the Council
Members.
9. To recommend to the Council such measures as may be necessary or expedient for the good government and welfare
of the City.
