HomeMy Public PortalAbout02-16-2010PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 16, 2010 The Common Council of the City of Richmond, Indiana met in regular session February 16, 2010 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY MR. ELSTRO President Miller presided and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Also present were: City Planner Scott Zimmerman; Supervisor, Roseview Transit, Terri Quinter; Mayor Sally Hutton; City Attorney Walt Chidester and Karen Chasteen, City Clerk. APPROVAL OF MINUTES Ms. Pappin moved to approve the minutes of the meeting of February 1, 2010, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR ■ Many thanks to the Street Department, Park Department and Sanitary Department that have worked tirelessly in clearing as much of our City streets as possible during the recent severe weather. ■ A Town Hall Meeting has been scheduled for February 23, 6 PM at Fairview Elementary School. ■ Mayor Hutton encouraged citizens to respond to Census questionnaires. The results are very important in determining Congressional seats, grant funds applied for, etc. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the January 28 and February 4, 2010, meetings were accepted as presented. Upon a vote viva voce, the motion passed. ORDINANCE NO. 2 -2010 - AN APPROPRIATION ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE DONATIONS (Historic Preservation) The Clerk read Ordinance No. 2 -2010 on first reading by title only. Presented by Mr. Zimmerman, this Ordinance would authorize the City of Richmond to solicit and receive donations to support programs of the Historic Preservation Commission. Mr. Wissel moved to advance Ordinance No. 2 -2010 to second reading and to suspend the rules and read by title only, supported by Mr. Quinn. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 2 -2010 on second reading by title only. Council President Miller declared Ordinance No. 2 -2010 on second reading and public hearing. There being no comments for or against the Ordinance, Ms. Cruse - Nicholson moved for engrossment of Ordinance No. 2 -2010, supported by Ms. Pappin. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 2 -2010 to third and final reading and suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 2 -2010 on third reading by title only. Ordinance No. 2 -2010 was adopted with a 9 -0 roll call vote. ORDINANCE NO. 4 -2010 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE AREA 9 AGENCY (Roseview Transit) The Clerk read Ordinance No. 4 -2010 on first reading by title only. Presented by Ms. Quinter, this Ordinance would authorize the City of Richmond to submit a grant application to the Area 9 Agency and to accept said grant funding in an amount up to Forty Two Thousand Two Hundred Nineteen Dollars and Zero Cents ($42,219.00). Matching funds from Roseview Transit Rider donations and the City of Richmond, Indiana, in the amount of Seven Thousand Four Hundred Fifty Dollars and Forty -One Cents ($7,450.41) shall be appropriated to support this grant application. If awarded, all grant funding shall be appropriated to help fund the Roseview Transit transportation services from fiscal year 2010 to 2011. Mr. Miller moved to advance Ordinance No. 4 -2010 to second reading and to suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 4 -2010 on second reading by title only. Council President Miller declared Ordinance No. 4 -2010 on second reading and public hearing. There being no comments for or against the Ordinance, Ms. Pappin moved for engrossment of Ordinance No. 4- 2010, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. Mr. Welch moved to advance Ordinance No. 4 -2010 to third and final reading and suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 4 -2010 on third reading by title only Common Council Minutes February 16, 2010 Page 3 of 3 Ordinance No. 4 -2010 was adopted with a 9 -0 roll call vote. ORDINANCE NO. 5 -2010 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (J.M. Hutton — equipment) The Clerk read Ordinance No. 5 -2010 on first reading by title only. This Ordinance is a request of J.M. Hutton & Company, Inc. for a ten -year tax abatement on equipment valued at Two Hundred Ten Thousand Dollars and zero cents ($210,000.00). After review by the Tax Abatement Committee, Mr. Wissel moved to strike Ordinance No. 5 -2010 due to the fact the equipment was used and purchased within the State of Indiana, supported by Mr. Welch. Upon a vote viva voce, the motion passed. ORDINANCE NO. 6 -2010 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 ( Vandor— equipment) The Clerk read Ordinance No. 6 -2010 on first reading by title only. This Ordinance is a request of Vandor Corporation for a ten -year tax abatement on equipment valued at (One Million Nine Hundred Thirty One Thousand Dollars and zero cents ($1,931,000.00). Ordinance No. 6 -2010 was referred to the Tax Abatement Committee for due diligence.
