A RESOLUTION: AWARDING A CONTRACT TO W A YNESBORO
CONSTRUCTION IN THE AMOUNT OF $6,458,000 FOR
CONSTRUCTION AND RENOVATION SERVICES RELATED
TO THE IDA LEE PARK RECREATION CENTER
EXP ANSION PROJECT
WHEREAS, in FY 2000, Town Council appropriated $500,000 to complete the
architectural design and engineering services related to the Ida Lee Park Recreation
Center expansion; and
WHEREAS, in June 1999, Hughes Group Architects was retained to provide

architectural design services in connection with the Ida Lee Park Recreation Center
expansion; and
WHEREAS, in FY 2001, Town Council appropriated $8.5 million to hire a
construction management firm, for construction of an additional 32,600 square feet, and
for related furnishings and fixtures at the Ida Lee Park Recreation Center; and
WHEREAS, in September 2000, the firm of Buchart-Horn, Inc., was retained as
the construction management firm for the respective project; and
WHEREAS, the expansion project includes a 6,600 square foot fitness room, two
racquetball courts, aerobics room, warm water therapy pool, additional classrooms,
public meeting space, and building renovations; and
WHEREAS, in December 2000, an Invitation for Bids (IFB) was issued for the
construction and renovation of the Ida Lee Park Recreation Center expansion project; and

RECREATION CENTER EXPANSION PROJECT
WHEREAS, on January 30, 2001, bids were received and publicly opened in
accordance with the bid documents; and
WHEREAS, bids were received from Waynesboro Construction - $6,458,000,
Costello Construction - $6,550,000, Pantech Construction - $6,626,200, San Jose
Construction - $6,785,000, Hess Construction Company - $6,865,000, and Uniwest
Construction Development - $6,875,000; and
WHEREAS, an evaluation of the six bids was conducted by Buchart-Horn, Inc.,
the construction management firm, and Hughes Group Architects; and

WHEREAS, after review of the six bids, Buchart-Horn, Inc., declared
Waynesboro Construction to be the lowest responsive and responsible bidder; and
WHEREAS, the IFB process was conducted in accordance with the Virginia
Public Procurement Act and Town of Leesburg procurement policies; and
WHEREAS, the Director of Parks and Recreation recommends approval of the
award of contract to Waynesboro Construction in the amount of $6,458,000 for the
construction and renovation services related to the Ida Lee Park Recreation Center
expansion project; and
WHEREAS, the Town Attorney endorses the recommendation of the Director of
Parks and Recreation to approve award of the contract with Waynesboro Construction in
the amount of $6,458,000 for the construction and renovation services related to the Ida
Lee Park Recreation Center expansion project

FOR CONSTRUCTION OF THE IDA LEE PARK
RECREATION CENTER EXPANSION PROJECT
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
as follows:
The Town Manager is hereby authorized to enter into a contract, in a form
approved by the Town Attorney, with Waynesboro Construction in the amount of
$6,458,000 for the construction and renovation services related to the Ida Lee Park
Recreation Center expansion project.
PASSED this 27th day of February 2001.
