A RESOLUTION: DENYING PUBLIC WATER AND SANITARY SEWER SERVICE
TO THE TRACTABEL POWER PLANT SITE
WHEREAS, Tractabel may be considering the construction of a power plant under
Special Exception No. SPEX 1991-0007 approved by Loudoun County in 1991; and
WHEREAS, Town approval of the extension of public water and sanitary sewer
service to the site is one of the conditions of approval of the special exception; and
WHEREAS, although Council believes that the special exception has not been
diligently pursued and, therefore, has expired, Council wishes emphatically to state that it

has not, and will not, approve the extension of public water or sanitary sewer service to the
site.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Council shall not approve the extension of public water or sanitary
sewer service to the Tractabel power plant site.
SECTION II. Any action inconsistent with the denial of such service is hereby
rescinded.
PASSED this 27th day of February 2001.
