IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Jane Shaw, Council member Dennis McArthur Council member Dan Gubler, Council member Bruce Case, Public Works Supervisor Zech Prouse, Police Chief Shannon Basaraba, City Clerk Robyn. VISITORS: Sally Price Reports. Public Works Supervisor Prouse said well house #3 was behind schedule due to a few mistakes, seal coating will take place on Thursday, and hopefully the streets will be swept before school begins. There was a contract error with the John Deere backhoe and the City would be purchasing a backhoe from CAT instead. The supervisor said he had been working with the City attorney regarding an agreement for the purchase of the backhoe. The cost of the new back $83,000 with one payment this year and a second payment nest year. Supervisor Prouse said a new street light was being installed on the corner of 50th and Free. The drainage in the grass along Main Street had been repaired to DEQ standards. Mayor Andersen thanked Supervisor Prouse for the hard work and dedication. Police Chief Basaraba said he had two proposals for an EOP. The first proposal was from a local company and the estimated cost was very low, but it did not include a mitigation plan. The Chief said with the mitigation plan the estimated cost would be approximately $10,000. The second company's estimated cost was $30,000. The Chief said the local company had worked with many other local agencies developing similar plans, and when the mitigation addition came in he would forward a copy to the Council. Chief Basaraba said he was still waiting to hear from the attorney regarding the vehicle ordinance. Mayor Andersen said when the ordinance was ready there would need to be a pubic hearing with Planning and Zoning, and with the Council. The Mayor said the new ordinance would only affect a few people, and was less restrictive than the current ordinance. The Mayor recommended that if an agreement could not be met at the hearings, then the existing ordinance should remain in place. Clerk Keyes asked if Chief Basaraba had coordinated with Iona Elementary for the Safe Routes to School grant the Chief said he would. Clerk Keyes said the Planning and Zoning Commission wanted to know if the City would agree to the solicitation of ideas from the citizens for cat control. The Mayor said the Council had discussed the issue several times and there was really nothing that could be done except encourage people to use humane traps and take the animals to animal control. Clerk Keyes asked the Mayor if he had any ideas for the Halloween. The Mayor suggested the City show a movie in the building and offered to let people set up for trunk or treating in the parking lot. Clerk Keyes also said Adrian Beazer had served his three year term with the Planning and Zoning Commission. Mayor Andersen asked the Council to help come up with people that may be interested in the position. Council President Shaw had no report. Council member Gubler asked what size flag the Council wanted by the mural. They decided upon a 4x6 flag. Council member McArthur said there would be a group of people helping with various projects around the community on September 11th and he was looking for people to help build the addition to the shelter in the park. Council member Case said the park looked very well kept considering the amount of people that visiting the park every day. Mayor Andersen said he had some back flow prevention information and an inspection sheet. Day Care Ordinance. Mayor Andersen said Attorney Storer's recommendations for the Day Care Ordinance was ready for review and asked Clerk Keyes to send copies to the Council. Ralph Steele. Clerk Keyes said Mr. Steele came into the City office and would like the Council to make him an offer for his property on the corner of Dayton and Rockwood. The Council said they would wait for the attorney's recommendation. Budget. Mayor Andersen said he spoke with Ron Longmore regarding property tax revenue shares and the majority of the resident's taxes went down therefore; the City would receive fewer shares for the new fiscal year. Mayor Andersen recommended the Council reduce the proposed revenue and expenditures by $4,000 for the budget hearing. Trash Collection. Council member Gubler said the City Attorney has recommended that the City did not pursue the issue because of the possibility of a law suit regarding the taking of proposed business. Council member Gubler said he looked through several law books and could not find reference to the issue and recommended the Council follow the attorney's recommendation for the time being. Mayor Andersen and the Council agreed.
