HomeMy Public PortalAboutWWMSC Minutes 2007-11-15 For Official Use Only WMSC ASTEWATER ANAGEMENT TEERING OMMITTEE Minutes of November 15, 2007 A meeting of the Wastewater Management Steering Committee was called to order at 9:00 a.m. in the Skaket Members Present: Meeting Room at the Orleans Town Hall. Augusta McKusick (Board of Health); Ann Hodgkinson (Board of Water Commissioners); Sims McGrath (Planning Board); Judith Bruce (Conservation Commission); John Hinckley (Board of Selectmen): Robert Donath (Finance Committee); George Meservey Wright-Pierce Representatives: (Planning Director); Lou Briganti (Water Superintendent). Mike Giggey Citizen's Advisory Committee members: and Heather Merriman. John Hodgkinson; Elaine Downs; Jim Also Present: Bast. Mary Hartley. COMMITTEE REPORTS: Conservation Commission – Judith Bruce announced a meeting on November 19, 2007 for a presentation by Ed Eichner on fresh water ponds. APPROVAL OF MINUTES: November 1, 2007 MOTION: Judith BruceAnn Hodgkinson On a motion by , seconded by , the Board voted to approve the minutes of November 1, 2007. VOTE: 4-0-1 The motion passed by a majority. (Sims McGrath abstained). DISCUSSION WITH WRIGHT-PIERCE REPRESENTATIVES The Wastewater Management Steering Committee discussed a Wright-Pierce memorandum dated November 8, 2007 regarding a schedule of upcoming meetings for the completion of the Phase 4 - Alternatives Screening Report and recommendations to commence Phase 5 as part of the continuing work on the Comprehensive Wastewater Management Plan. There was a consensus of the committee to hold two meetings (one during the day and one at night) for the public presentation of the Phase 4 report. A report was made that new contracts are being negotiated for water testing and Phases 5 & 6. TRI-TOWN LOADING TEST Heather Merriman (Wright-Pierce) reported that the Tri-Town loading test is in progress with the help of a hydro-geologist which involves saturating the soils with a goal of reaching a steady state of loading to the infiltration basin. Currently the loading is 60,000 – 70,000 gallons per day which equals 30+ gallons per day per square foot of bed surface. Wright-Pierce is evaluating how they may augment the testing to get more reliable results. Wastewater Management Steering Committee Minutes – November 15, 2007 Page 1 of 2 FINANCIAL MODEL Wright-Pierce is coordinating early information to forecast costs to residents based on a variety of factors. DRAFT NITROGEN REGULATIONS Wright-Pierce is preparing comments on the Board of Health draft Nitrogen Regulations as part of its ongoing work on the Comprehensive Wastewater Management Plan. MASSACHUSETTS ESTUARIES PROJECT The Wastewater Management Steering Committee discussed the current status of the Massachusetts Estuaries Project reports. TRI-TOWN PERMIT APPLICATION The permit has been filed for the re-issuance of the Tri-Town Permit and a draft permit has been issued for public comment, at the same discharge level, to be revisited upon completion of the Comprehensive Wastewater Management Plan. EXECUTIVE SESSION – COMPOSITE PLANS REPORT The Wastewater Management Steering Committee met with Michael Giggey and Heather Merriman from Wright-Pierce. MOTION: Judith Bruce, Sims McGrath On a motion byseconded by the committeevoted to open in 9:402 Executive Session at a.m. for hours to discuss the Composite Plans Report for property acquisition. On a roll call vote Augusta McKusick; Ann Hodgkinson; John Hinckley; Judith Bruce; Sims McGrath all voted aye.
