A RESOLUTION:
AWARDING CONTRACTS FOR CONSTRUCTION MANAGEMENT
SERVICES FOR CAPITAL PROJECTS TO ALPHA CORPORATION
AND BUCHART -HORN, INC.
WHEREAS, assistance is needed by the Capital Projects staff in the Department of
Engineering and Public Works to proceed with completing over thirty (30) public works and
recreation capital projects; and
WHEREAS, in response to a Request for Proposals for Construction Management and
Project Management Services, the Town received proposals from the following engineering
firms:

. A. Morton Thomas & Associates, Inc.
. Alpha Corporation
. Buchart-Horn, Inc.
. Construction Dynamics Group
. McDonough Bolyard Peck, Inc.
. Whitman, Requardt & Associates, LLP
. Wilbur Smith Associates
WHEREAS, proposals were evaluated by a selection committee in accordance with the
requirements of the Town Purchasing Policy and the requirements of the Request for Proposals;
and
WHEREAS, Alpha Corporation and Buchart-Horn, Inc. were judged by the selection
committee to be the top ranked firms; and
WHEREAS, the contracts for Construction Management Services will be for continuing
services with an initial period of one (1) year and renewable for four (4) additional consecutive
periods of one (1) year; and

AND BUCHART-HORN, INC.

WHEREAS, Construction Management Services are to be provided on a project-by-
project basis and each task order will be less than $30,000 or the current small purchase limit for
professional services listed in the Town of Leesburg Procurement Procedures Manual; and
WHEREAS, the total aggregate amount of task orders shall not exceed $200,000 per year
per contract; and
WHEREAS, the Director of Engineering and Public Works recommends award of
contracts for Construction Management Services to Alpha Corporation and Buchart-Horn, Inc.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:

The Town Manager is authorized to execute contracts, in a form approved by the Town
Attorney, for Construction Management and Construction Administration services with Alpha
Corporation and Buchart-Horn, Inc.
