RESOLUTION NO. 2001-41
A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE A
CONTRACT WITH K. W. POORE AND ASSOCIATES FOR THE
URBAN GROWTH AREA ANNEXATION STUDY IN AN AMOUNT
NOT TO EXCEED $ 155,222
WHEREAS, Loudoun County's General Plan designates an Urban Growth Area of 7,000
acres around the Town of Leesburg; and
WHEREAS, the 1997 Leesburg Town Plan endorses the concept of an Urban Growth
Area as an intermediate development staging boundary to insure orderly and efficient outward

growth of the town; and
WHEREAS, the town desires to retain a private sector firm to conduct a feasibility study
of annexing the Urban Growth Area as of January 1, 2001; and
WHEREAS, in response to a Request for Proposals on the Urban Growth Area
Annexation Study the town received proposals from the following firms:
. K.W. Poore and Associates, Inc.
· Skipper Engineering Associates, PC
; and
WHEREAS, the proposals were evaluated by a staff selection committee in accordance
with the requirements of the town purchasing policy and the requirements for the Request For
Proposals; and

A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE A
CONTRACT TO K W. POORE AND ASSOCIATES FOR THE URBAN
GROWTH AREA ANNEXATION STUDY BILLABLE IN AN
AMOUNT NOT TO EXCEED $155,222
WHEREAS, the consulting team led by K W. Poore and Associates was judged by the
selection committee to be the top ranked firm based on demonstrated experience in annexation
analysis; and
WHEREAS, the staff recommends that the town retain the consulting team led by
K W. Poore and Associates for the study; and
WHEREAS, the term of the contract shall be 180 days from the notice to proceed; and
WHEREAS, the basis for compensation shall be agreed hourly rates not to exceed
$155,222.
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia hereby
authorizes the Town Manager to execute a contract with KW. Poore and Associates, in a form
acceptable to the Town Attorney, for the Urban Growth Area Annexation Study at a fee not to
exceed $155,222.
FURTHER, RESOLVED that the Council of the Town of Leesburg in Virginia appoints
Councilmember Robert Zoldos to serve as Council liaison to assist with the study.
