ADOPTING A CAPITAL IMPROVEMENT PROJECT POLICIES AND
PROCEDURES MANUAL AND DELEGATING CONTRACT AUTHORITY
FOR PROPERTY AND EASEMENT ACQUISITION UP TO $100,000 TO THE
TOWN MANAGER OR HIS DESIGNEE
WHEREAS, the Town Council desires to provide town employees with clear guidelines for
administering capital projects; and
WHEREAS, the Policies and Procedures Manual dated May 1, 2001 clarifies roles and
responsibilities, establishes checks and balances, sets limits of authority, and references key policy
documents; and
WHEREAS, formally delegating property and easement acquisition authority up to $100,000
will assist in constructing town projects for the benefit of the citizens; and
WHEREAS, the staff recommends that the Town Council adopt this Manual and delegate
contract authority.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I: The Capital Improvement Project Policies and Procedures Manual of May 1,
2001 (the "CIP Manual") is hereby adopted.
SECTION II: The Town Manager, or his designee, is hereby delegated contract authority for
property and easement acquisition necessary for an approved and budgeted capital project up to
$100,000 per project.
