AUTHORIZING THE SELECTION OF WILLIAM WOODARD AS
THE ARTIST FOR THE THOMAS BALCH LIBRARY READING
ROOM FRIEZE
WHEREAS, the Thomas Balch Library has recently undergone a major renovation and
expansion project; and
WHEREAS, the Balch Library Advisory Commission has previously determined that a
frieze depicting the history of Loudoun County would be a crowning touch to the reading room of
the Library; and
WHEREAS, the Friends of the Balch Library recently conducted a competition to select
the artist to paint the frieze; and
WHEREAS, William Woodward of Orleans, Virginia was selected by a panel sponsored
by the Friends from among 23 other figurative and mural artists; and
WHEREAS, Mr. Woodward is a Professor and Area Coordinator of Painting at George
Washington University, and has won numerous commissions for works of art in public spaces;
and
WHEREAS, the Town Council wishes to be involved in process of determining the
aspects of history to be depicted on the frieze.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that it
hereby authorizes the selection of William Woodard by the Friends of the Balch Library to paint
the Reading Room frieze.
