RECOMMENDING LAND USE ACTIVITY STRATEGIES AND
DEMONSTRATION PROJECTS REQUESTED BY THE
TRANSPORTATION COORDINATING COUNCIL
WHEREAS, The Transportation Coordinating Council of Northern Virginia (TCC)
produced a report with alternative transportation and land use activities strategies; and
WHEREAS, The Transportation Coordinating Council has requested the Mayor and
Town Council to identify high-priority strategies and projects that could assist local jurisdictions
in their efforts to enhance transportation; and
WHEREAS, the strategies and projects listed below are the town's high priorities; and
WHEREAS, the Director of Planning, Zoning and Development recommends
endorsement of the following high-priority land use strategies:
Transit Oriented Development
· Transportation Demand Management Programs
· Proffers
· Impact Fees
· Trip Reduction Ordinances
· Jobs-Housing Balance Requirements
WHEREAS, the Director of Planning, Zoning and Development recommends the
following high-priority demonstration projects to improve the link between transportation and
land use:
· Western Transportation Corridor
· Battlefield Parkway Completion
· Rt. 7115 Bypass Widening Project

DEMONSTRATION PROJECTS REQUESTED BY THE
TRANSPORTATION COORDINATING COUNCIL
Limited Access Upgrade and Completion of the Interchange AlOng Rt. 7 from
Leesburg Bypass to Rt. 28
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town Council hereby accepts the Alternative Transportation and Land
Use Activity Strategies Study.
SECTION II. The Town Council hereby recommends the following as high-priority
land use strategies: Transit Oriented Development, Transportation Demand Management
Programs, Proffers, Impact Fees, Trip Reduction Ordinances, and Jobs-Housing Balance
Requirements.
SECTION 1II.
The Town Council hereby recommends the following as high-priority
demonstration transportation projects: Western Transportation Corridor, Battlefield Parkway
Completion, Rt. 7/15 Bypass Widening Project and Limited Access Upgrade and Completion of
the Interchanges Along Rt. 7 from the Leesburg Bypass to Rt. 28.
