IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Jane Shaw, Council member Dennis McArthur Council member Dan Gubler, Public Works Supervisor Zech Prouse, Police Chief Shannon Basaraba, City Clerk Robyn. ABSENT: Council member Bruce Case, VISITORS: Paul Scoresby Penalties for ordinance infractions. Mayor Andersen said that according to Attorney Storer the occupancy of a building without a certificate of occupancy is indeed a violation of the ordinance and is punishable by a fine or penalty of up to $1,000 or by imprisonment. That process is a criminal complaint that goes through the courts, and the City could certainly impose a criminal fine ---it just needed to go through the Prosecutor's office and the court system. Council member McArthur suggested putting the information on the building permit application. President Shaw said the information was on Ammon's permit application and the contractor needed to initial that they had read the information. The Council agreed to add the information to the application. City Motto. Mayor Andersen said he would forward the city motto suggestions to the Council at the end of the month; then at the October Council meeting the winner would be announced. The Mayor encouraged the Council to promote the contest. Reports. Clerk Keyes said at the AIC conference it was suggested each City look into passing as resolution the upgrades to the International Building Code. Mayor Andersen said they had approved the last upgrades, but the resolution needed to be changed to state that any future upgrades were adopted as well. Mayor Andersen asked President Shaw to look into the issue, she said she would. Public Works Supervisor Prouse said Paul Scoresby was coming in to talk about the SR2S project and that bids for the project would be opened September 29, at 4:00 p.m. The Supervisor said the Attorney recommended any release of liability related to a variance should be part of the conditions of issuing the variance and written into the variance acceptance. 1 Supervisor Prouse said he received the estimates for the soffit and fascia for the Community Center, the estimates ranged from $19,500 to $16,000. The Supervisor also asked the Council what they wanted to do regarding purchasing the new back hoe. Mayor Andersen said he had been talking with Treasurer Nelson and regarding the purchase of the new back hoe. The Council decided to go ahead with the soffit and fascia this fiscal year. Chief Basaraba said he had been talking with Paul Scoresby regarding the non - infrastructure of the SR2S grant. The Chief asked the Council if they had reviewed the letter concerning dispatch fees and asked the Council what attorney should be used in the event one was needed. Mayor Andersen said the formula the Chief used to calculate the dispatch fees was fair and the City shouldn't need an attorney. The Council agreed the Chief should send the letter to the County and the City of Idaho Falls. Chief Basaraba said he was waiting to hear back from Whisper Mountain regarding the mitigation plan added to the emergency operation plan. SR2S update Paul Scoresby showed the Council the specifications and contract document manual for the SR2S project and reminded the Council that he was hoping the bids would come in at a comparable rate for the grant. Mr. Scoresby also reminded the Council the City would be responsible for any costs over the grant amount, but he was doing everything he could to keep the costs within the amount of the grant. Mr. Scoresby encouraged the Council to look over the specifications of the project before it began. Mr. Scoresby also said the non -infrastructure project could begin at any time, which included the flashing lights. Mr. Scoresby said the well house #3 was almost complete.
