HomeMy Public PortalAbout12-21-2009PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, DECEMBER 21, 2009 The Common Council of the City of Richmond, Indiana met in regular session Monday, December 21, 2009 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY MR. WELCH President Wissel presided and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Also present were: Mary Walker, Wayne County Tourism Bureau; Monica Burns, Deputy City Clerk; Sally Hutton, Mayor; Tammy Glenn, City Controller; Kim Vessels, Assistant City Attorney; representatives of the All America Team; and Karen Chasteen, City Clerk. APPROVAL OF MINUTES Mr. Miller moved to approve the minutes of the meeting of December 7, 2009, supported by Mr. Welch. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS Ms. Walker reviewed 2009, 2010 and 2011 events in which the Tourism Bureau has played a major role and outlined the Bureau's priorities. COMMUNICATION FROM THE MAYOR Members of the All America Team had a "sleep over" on the City Building lawn. Over $800 in donations were received which will benefit Genesis and the Hope House. • Channel 22 highlighted Wayne County for an entire week. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the December 3 and 10, 2009, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS • ECONOMIC DEVELOPMENT CORPORATION OF WAYNE COUNTY: Ms. Pappin nominated Brett Guiley to serve on the EDC Board, supported by Mr. Miller. Upon a vote viva voce, the motion passed. • URBAN ENTERPRISE ASSOCIATION: Ms. Rachel Hughes was nominated to serve on the UEA Board. Nominations will be held open until the January 4, 2010 meeting. MISCELLANEOUS BUSINESS Mr, Miller moved to strike RESOLUTION NO. 8- 2008 — A Resolution Emending the Richmond Riverfront Development District, supported by Mr. Quinn. Upon a vote viva voce, the motion passed. • Mr. Parker moved to strike ORDINANCE NO. 77 -2006 — A General Ordinance Amending Chapter 120 of the City of Richmond Code to Add a Section on Key Lock Box Systems, supported by Ms. Pappin. Upon a vote viva voce, the motion passed. • The Tax Abatement Committee will report on ORDINANCE NOS. 39 & 40 -2008 at the January 4, 2010 meeting. ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance No.73 -2009 on first reading by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. Common Council Minutes December 21, 2009 Page 2 of 2 ORDINANCE NO. 73 -2009 — AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL APPROPRIATIONS FROM CERTAIN FUNDS The Clerk read Ordinance No. 73 -2009 on first reading by title only. Presented by Kelley Cruise - Nicholson, this Ordinance would appropriate $74,150.00 to fund the Human Rights Office for 2010. Ms. Glenn will arrange for this Ordinance to be advertised per Indiana Code. Ordinance No. 73 -2009 will be heard on second reading January 4, 2010. ORDINANCES ON SECOND READING None ORDINANCES ON THIRD READING None CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned.
