AUTHORIZING A CONTRACT AMENDMENT WITH BLACK AND
VEATCH IN THE AMOUNT OF $350,000.00 FOR SERVICES DURING
CONSTRUCTION OF THE WATER TREATMENT PLANT EXPANSION
AND MAKING AN APPROPRIATION FROM THE UNAPPROPRIATED
UTILITY FUND BALANCE.
WHEREAS, on August 12, 1997, Council approved a contract in the amount of $1,553,200.00, with
Black and Veatch engineers for design and construction engineering services relating to expansion of the
Kenneth B. Rollins Memorial Water Filtration Plant; and
WHEREAS, the contract included resident construction engineering services for a sixteen month
construction period; and
WHEREAS, the contractor, Conewago Enterprises Inc., has experienced delays in completion of
the project and is now in the twenty-fifth month of construction; and
WHEREAS, an amendment to the construction engineering services agreement, in the amount of
$350,000.00, is required to provide project representation through August 2001.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The town manager is hereby authorized and directed to sign Contract Amendment #5
to the August 29, 1997 Agreement for Engineering Services with Black and Veatch, in the amount of
$350,000.00. Said Contract Amendment is to be approved, as to form, by the Town Attorney.
SECTION II. An appropriation, in the amount of $350,000.00, is hereby made from the
unappropriated Utility Fund balance to account #306.3130.700.748 for continuation of engineering services.
