Call to Order
Chair Hernandez called the meeting to order at 6:00 pm.
Approval of Agenda
Mary Schantz moved the agenda, as amended, be approved as printed. Jane Moore
seconded the motion. Motion carried.
Approval of Minutes
Doug Record moved the minutes from the November 8, 2016 Regular meeting be
approved. Jane Moore seconded the motion. Motion carried.
New Business
a. Election of Officers: Jayme reported that she had polled the Commission members and
based on those responses the slate for officers for 2017 is: Chair, Art Hernandez; Vice
Chair, Jane Moore; and Secretary, Sarah Hoeller. Mary Schantz moved that the slate as
presented by approved. Doug Record seconded the motion. Motion carried.
b. Adoption of 2017 Meeting Calendar: The draft schedule was presented. Art Hernandez
requested that the February meeting date be changed from February 14th to February
7th. Mary Schantz moved the schedule as modified for February be approved. Kevin
Kelly seconded the motion. Motion carried.
c. Certified Local Government Report: Jayme provided the Commissioners with a copy of a
draft of the report. She highlighted each section and asked the Commissioners to read
carefully and submit any changes to her quickly. The report will be posted on the City's
webpage. Jane Moore moved that the report be accepted. Bill Case seconded the
motion. Motion carried.
Section 106 Review
a. 1428 E. Miller- The owner has applied for up to $5,000 through the code deficiencies
provision of the Community Development Block Grant program. Roof and downspouts
are the likely improvements. Mary Schantz moved the application be approved. Jane
Moore seconded the motion. Motion carried.
b. 1214 E. Miller- The owner has applied for up to $5,000 through the code deficiencies
provision of the Community Development Block Grant program. Roof, gutter and soffits
are likely improvements to be funded through this grant. Jane Moore moved the
application be approved. Doug Record seconded the motion. Motion carried.
Old Business
Demolition Ordinance Review Sub-Committee Report— Doug Record reported that the
sub-committee has not met since the last HPC meeting. A meeting is planned for the
end of December.
Jayme Abbott advised that the City Council will be meeting on December 6th to discuss
the Urban Renewal Plan.
Jayme Abbott asked the Commission Members to take a moment to notice the recently
installed plaque depicting the history of Jefferson City.
Jayme Abbott advised that the City has obtained bids for stabilization projects for 105
Jackson and 500 E. Capitol. The purpose of the stabilization is to keep the structures
from further deterioration.
Dates to Remember
Planning and Zoning Commission — Historic Southside, Old Munichburg District &
Neighborhood Plan open house will be help on Thursday, December 8th at 5:15 in the
Council Chambers.
Next Meeting of the HPC —the next meeting will be held on Tuesday, January 10, 2017.

Prior to adjourning Chair Hernandez thanked Brent Hemphill for his service on the
Commission.

Local Landmark Designation Award
What is the City of Jefferson's Landmark Award?
The Landmark Award is an honorary designation and is made by the City of Jefferson's Historic
Preservation Commission which recognizes a property's historical significance and contribution
to the community. Each year since 1994, the Commission recognizes several buildings or
properties as Landmark Award properties. In May of each year during the City's Preservation
Week activities, the awards are presented to the owners along with a Designated Landmark
plaque for permanent display on the building or property.
Applications submitted by the property owner are due the second Tuesday of March at the
Commission's regular meeting where the review process begins and evaluated by the following
criteria:
❖ The historic, architectural or cultural significance of the property, as those terms are
defined under the City's preservation ordinance
❖ The type of property involved, including its historic use and its present use
❖ The location of the property, including the overall historical context of the area and the
property's contribution to the area and surrounding properties
❖ The historic architectural integrity of the property, including whether efforts have been
made to preserve or restore the property
❖ Whether the property is endangered
Final selection of the awardees occurs at the March meeting. Each property is then designated
by the City Council, each by separate ordinance. The mayor then presents the Landmark Award
and the Designated Landmark plaque to the property owners at the Preservation Week Awards
Ceremony.
After a landmark or historic district is designated by ordinance, each application for building
permit within the area so designated shall be referred to the CJHPC for review at a regularly
scheduled CJHPC meeting. This process is only intended as an opportunity for the CJHPC to
advise property owners with means and methods of historic preservation.
Properties that have received the Landmark Award represent the full range of Jefferson City's
heritage and architectural style. The properties include governmental properties, educational
institutions, residences, retail stores, manufacturing properties, houses of worship, and
freestanding monuments. Some have been restored to their original use. Others have been
restored and put to new uses. Some are part of the State's park system. Others have not been
restored or preserved. Whatever their condition or use, the Commission truly appreciates the
willingness of the individual property owners to allow their properties to be recognized for the
historic and architectural contribution they make to our community.

In 2004, the City of Jefferson Historic Preservation Commission created the G
Historic Preservation Service Award to be presented annually to individuals who have shown distinc
preservation efforts. The award was established in posthumous honor of Grec
president of the Historic City of Jefferson from 1998 to 2003 and was devoted
in Jefferson City.
