AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER
34 (TRANSPORTATION) OF THE CODE OF THE CITY OF JEFFERSON
PERTAINING TO RIDESHARING SERVICES.
NOW, THEREFORE, BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. Chapter 34 (Transportation) of the Code of the City of Jefferson,
Missouri, is hereby amended by adding a new Sec. 34-82 thereto as follows:
Sec.34-82.Temporary Permit for Free Ridesharing Services.
Notwithstanding the provisions of Divisions L 2 and 3 of this Article V when the City Administrator has
determined that the demand for transportation services created 12y a special or temporary event in the City is
reasonably anticipated to exceed transportation services regularly available in the City, the City
Administrator may issue a temporary permit to allow within the City free ridesharing services in which no
end user of ridesharing services is charged in any manner for such service, subject to the following
requirements:
1. The temporary permit shall be issued to and in the name of the owner of the proprietary mobile
phone app utilized in such ridesharing services. No more than three temporary permits issued
under this section may be granted to an owner of proprietary mobile phone app in any given
calendar year.
2. The application for a temporary permit issued under this section shall include a description of any
insurance provided lay the owner of the proprietary mobile phone app utilized in such ridesharing
services that would cover the free ridesharing services conducted under the temporary permit and
the contact information, including telephone number, of an representative of the owner of the
proprietary mobile phone app whom City officials can contact during the term of the permit in
case of an emergency or other situation affecting the public health,safety or general welfare.
3. The temporary permit issued under this section shall be effective for no more than twenty-four
consecutive hours,as set forth on the temporary permit.
