The City Council of Medina, Minnesota met in special session on June 20, 2012 at 5:32
p.m. in the City Hall Chambers. Mayor Crosby presided.
I. ROLL CALL
Members present: Crosby, Martinson, Pederson, Siitari and Weir.
Members absent: Martinson
Also present: City Planner Dusty Finke, Public Works Superintendent Steve Scherer,
Police Chief Ed Belland, Finance Director Joe Rigdon, Accountant Erin Barnhart and
City Administrator Scott Johnson.
I1. 2013 Budget Work Session
Scott Johnson provided the City Council with a brief overview of the draft 2013 budget.
Council directed staff to hold off on looking into watershed dues and taxes until the
watersheds have made decisions regarding implementation of proposed ad valorem tax
authority (Pioneer Sarah and Elm Creek are looking into this concept). Staff was also
directed to use the Storm Water Utility to pay for capital projects in the future and
budget for maintenance/upkeep projects under the general fund budget.
Water access fees will also be reviewed by staff based on the findings from the recent
water study from WSB. Staff will also attempt to keep the water/sewer rate increases as
flat as possible with the increased Clam Corp expenses (facility and build out costs).
Council directed staff to try to keep bonding for road projects as flat as possible over the
next few years.
Discussion took place regarding the implementation of a street light utility. Council was
not in favor of looking into this option. Joe Rigdon provided Council a breakdown of the
proposed 2013 general fund budget. Council was in favor of the proposed flat general
fund proposal. Review also took place of the utility budgets. Council directed staff to
determine how to balance out the increases as much as possible with the increased
costs from the city facility renovations.
Council reviewed a memo on immediate water infrastructure expenses. Council agreed
with the staff recommendation to recharacterize $1.4 million in water funds and retain
$400,000 for water infrastructure projects. Council also reviewed a letter from KDV
regarding Joe Rigdon's services as a Finance Director. Staff is recommending that we
retain Mr. Rigdon in 2013 and possibly 2014 to help guide the City through bonding and
financial planning with the addition of the Clam Corp Building. The proposal will be
placed on the July -4 agenda. Discussion also took place regarding meetings to let
residents and business owners know about the tax increase due to the addition of the
Clam Corp Facility. Staff will put together draft documents and look into setting up
meetings with local organizations/home owners associations to discuss the tax increase.
