AMENDING THE FISCAL YEAR 2002 BUDGET AND
APPROPRIATING $50,000 FROM FISCAL YEAR 2001 TO FUND A
SIGN ASSESSMENT AND IMPLEMENTATION PLAN FROM THE
ECONOMIC DEVELOPMENT DEPARTMENT ACCOUNT
WHEREAS, the Leesburg Town Council supports enhancing Leesburg's position as an
historic, tourist, conference, and commercial center for Loudoun County; and
WHEREAS, the Town Plan encourages an urban design approach that includes a
coordinated sign system to provide easy identification of local attractions and businesses; and
WHEREAS, it has been the desire and long-standing priority of the Leesburg Economic
Development Commission (LEDC) to assess and implement a coordinated, comprehensive sign
system for the Town of Leesburg; and
WHEREAS, it has been an important element of the LEDC and its subcommittees not to
perpetuate sign clutter in our community while adding improved signage for our gateways,
historic district, attractions, and special events; and
WHEREAS, the LEDC priority for FY 2001 has shifted from infrastructure fiber
assessment to infrastructure sign assessment until such time as the County Information
Technology department moves forward with a joint study; and
WHEREAS, the funds from the FY 2001 budget designated for telecommunications
infrastructure fiber study in the amount of $50,000 was not expended for the purpose of
matching funds from the Loudoun County government Information Technology Department for
FY 2001; and

AMENDING THE FISCAL YEAR 2002 BUDGET
WHEREAS, on June 20, 2001, the LEDC voted in favor of transferring this funding to
the FY 2002 budget for a comprehensive sign system; and
WHEREAS, staff recommends this action.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Fiscal Year 2002 Budget is amended, and $50,000 is appropriated from the telecommunications
infrastructure fiber study allocated for FY 2001 to a signage assessment, implementation, and
installation plan in the FY 2002 Economic Development budget contractual services account.
