ASTEWATER ANAGEMENT TEERING OMMITTEE
Minutes of April 5, 2007
A meeting of the Wastewater Management Steering Committee was called to order at 9:00 a.m. in the
Members Present:
Skaket Meeting Room at the Orleans Town Hall. Augusta McKusick (Board of
Health); Ann Hodgkinson (Board of Water Commissioners); John Hinckley (Board of Selectmen); Judith
Bruce (Conservation Commission); Robert Donath (Finance Committee); Sims McGrath (Planning
Wright-Pierce
Board); George Meservey (Planning Director); Lou Briganti (Water Superintendent).
Representatives: Citizen's Advisory Committee members:
Mike Giggey and Heather Merriman. John
Also Present:
Hodgkinson. Mary Hartley.
COMMITTEE REPORTS:
Board of Selectmen
- Hinckley reported on the following items:
Hinckley reported that Cape Cod Commission Planning Committee has recommended
unconditional approval of the 5-year update of the Orleans Comprehensive Plan and the
recommendation will be presented to the full Commission on April 19, 2007.
The Town of Orleans budgeting process has been completed for FY ’08 and has been forwarded
for a vote at the Annual Town Meeting in May 2007.
The Capital Improvement Plan has been approved by the Board of Selectmen and has been
forwarded to the Annual Town Meeting in May 2007.
Conservation Commission
- Bruce reported on the following items:
The Washington State Legislature has passed a bill requiring the elimination of phosphorous out
of dishwashing detergent and the Massachusetts Legislature will be reviewing the issue.

On a motion by , seconded by , the
Wastewater Management Steering Committee voted to support the pending ban on
phosphates in automatic dish detergents and send letters of support to the appropriate
agencies.
VOTE:The motion passed unanimously.

The Town of Brewster will be voting at their Town Meeting in May 2007 on joining the Pleasant
Bay Alliance and Jillian Douglas (Assistant Town Administrator in Brewster) has joined the Cape
Cod Wastewater Collaborative.
Board of Water Commissioners
- Hodgkinson reported on the following items:
The Board of Water Commissioners will present their recommendations to the Board of
Selectmen on the “Administrative Structure of the Combined Water and Sewer Commission” on
April 11, 2007 and to the Charter Review Committee on April 19, 2007.

Planning Department
- Meservey reported on the following items:
One of the zoning bylaw articles concerns allowance for third floor housing in the Village Center
District and would increase the building height and allow for up to four dwelling units in
commercial buildings. This is in tune with the needs of the community and the goals of the
Village Center. There will potentially be wastewater impacts which may result in limitations on
full development of dwelling units until public sewerage issues have been addressed. Allowances
have been provided in the Planning Horizon projections which would include dwelling units in
the Village Center District.
The Massachusetts Estuaries Project is on target for the intended deliveries which will include the
Cape Cod Bay in the summer of 2007 and Nauset in the fall of 2007.
Total Maximum Daily Load (TMDL) Compliance monitoring will be done in conjunction with
the Department of Environmental Protection and other State agencies.
Citizen's Advisory Committee
- John Hodgkinson reported that the Citizen's Advisory Committee may
be collaborating with the Orleans Pond Coalition on public education regarding fertilizers.

WRIGHT-PIERCE DISCUSSION
The Wastewater Management Steering Committee discussed the following memorandum with Michael
Giggey and Heather Merriman:

Wright-Pierce memorandum entitled, “Initial Screening of Potential Effluent Disposal Sites”
30, 2007.
The committee discussed the following issues:
Amount of USGS funding available for ground modeling through the Cape Cod Commission
Water Resources Office
Possible watershed boundary changes based on disposal of effluent

Evaluation of alternative disposal technologies and out-of-town alternatives.
Multiple wicks on a single site (i.e. condominium sites)
Peak volumes as a “short-term” peak, which may be single or multiple day
The need for disposal sites on private property
The amount of information needed on individual sites in order to bring the full Comprehensive
Wastewater Management Plan to Town Meeting.
Benefits of decentralization
Additional Notes:
McKusick said she would arrange to meet with George Meservey and John Kelly (Town Administrator)
to talk about site selection and acquisition strategies.
John Hinckley stated his opinion that George Meservey should meet separately with John Kelly (Town
Administrator) on wastewater issues before any committee members are involved.
