AWARDING A CONTRACT FOR THE FINAL
DEVELOPMENT PHASE OF THE DA LEE PARK TENNIS
CENTER (PAVILION AND RESTROOM) TO LOYKO
VETTER CONSTRUCTION COMPANY, IN THE AMOUNT OF
$370,000
WHEREAS, the Town of Leesburg's Capital Improvement Program includes a
project for construction of the Ida Lee Park Tennis Center; and
WHEREAS, the Tennis Center is part of the overall Phase II Development Plan at
Ida Lee Park; and
WHEREAS, first phase of the Ida Lee Park Tennis Center is under construction
and nearing completion; and
WHEREAS, bids were
Sealed Bidding of Leesburg's
solicited and received under Section 8.1 Competitive
Purchasing Policy for the final development phase
(Pavilion with Restrooms) of the Ida Lee Parl~ Tennis Center; and
WHEREAS, the bids expressly permitted the town to award a contract for either
the Tennis Center (pavilion and restroom) or the soccer/lacrosse concession building, or
both; and
WHEREAS, the summary of the Tennis Center bids received is as follows:

RESOLUTION: CONTRACT AWARD PHASE Il (PAVILION & RESTROOMS)
WHEREAS, the bids were evaluated pursuant to the bid documents and the
town's Purchasing Policy; and
WHEREAS, Loyko Vetter Construction Company is the lowest bidder at
$370,000 and has been declared to be both responsible and responsive; and
WHEREAS, the Director of Parks and Recreation recommends the award of
contract to Loyko Vetter Construction Company in the amount of $370,000 to complete
the final development phase (Pavilion and Restrooms) of the Ida Lee Park Tennis Center.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
as follows:
The Town Manager is hereby authorized to award a lump sum contract to Loyko
Vetter Construction Company for the contract amount of $370,000 for the final
development phase (Pavilion and Restrooms) for the Ida Lee Park Tennis Center.
